Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as a Request for Quote No. FA8501-05-Q-0102. This acquisition will be solicited as a Small Business Set-aside. NAICS Code: 561790 Place of Performance/FOB: Robins AFB, GA. Period of Performance: Non-federal holiday weekends only beginning 05 March 2005 and finishing within 90 days ARO. SCOPE OF WORK: 1.1. The contractor shall clean the HVAC duct systems, air handling equipment, and all airflow devices in building 162 at Robins AFB as defined in this Statement of Work (SOW). Work shall include the personnel, equipment, tools, materials, supervision, and other items and services necessary for the work to be performed. 2. SPECIFIC TASKS: 2.1. This SOW defines the minimum requirements necessary to render HVAC components clean, and to verify the cleanliness through inspection and/or testing in accordance with items specified herein and applicable NADCA Standards. 2.2. The HVAC system includes any interior surface of the facility?s air distribution system for conditioned spaces and/or occupied zones. This includes the entire heating, air conditioning, and ventilation system from the points where the air enters the system to the points where the air is discharged from the system. The return air grilles, return air ducts (except ceiling plenums and mechanical room) to the air handling unit (AHU), the interior surfaces of the AHU, mixing box, coil compartment, condensate drain pans, humidifiers and dehumidifiers, supply air ducts, fans, fan housing, fan blades, turning vanes, filters, filter housings, reheat coils, and supply diffusers are all considered part of the HVAC system. 2.3. The contractor shall also replace all fan belts, lubricate fan bearings and motor bearings, balance fan if necessary and replace all filters (including HEPA filters) after cleaning is complete. Each air handler was equipped with HEPA filters at some time in the past. Currently there are none of these type filters in the air handler. The contractor shall install 66 new HEPA filters into each air handler equipped with filter mounting brackets and hardware. 2.4. Cleaning of flexible duct is not permitted. All existing flexible duct shall be replaced with equal length sections. 2.5. Additional requirements shall be as indicated in the Duct Cleaning Specification in Appendix A of this SOW. 2.6. The contractor shall provide the technical knowledge and skills necessary to perform services to meet the standards set forth in this SOW for base facilities, equipment, and systems. 2.7. All tasks shall conform to the standards as cited in this SOW. 2.8. Work shall perform to, but not be limited to the requirements set forth by those standards and codes indicated in the attached specification and all other applicable laws and guidelines. 3. GOVERNMENT REPRESENTATIVES. 3.1. The contractor shall only respond to those individuals or organizations defined by the contracting officer or contracting officer?s representative. 3.2. The government project manager and inspector is (PM) for the contract is Edward E. Arrington, Jr., 78 CES/CEAE, 478-926-5820 ext. 295. Inspections will occur daily or on an as needed basis as determined by the project manager. 4. REJECTED WORK. The contractor shall schedule repair on any item that fails to address all of the tasks listed in the SOW unless directed by the contracting officer?s representative, in writing, not to perform specific tasks. Rework will be accomplished with no additional cost to the government. Work will be rescheduled for the next normal workday. 5. EQUIPMENT DAMAGED BY CONTRACTOR. The contractor shall be responsible for the repair of any equipment he or she breaks in the process of installing the new system. The repairs shall utilize original manufacturer?s approved parts and be in compliance with manufacturer?s specifications. When the contractor finishes the repair, the equipment shall function within acceptable manufacturer?s specifications. 6. WORKMANSHIP. The contractor shall perform all work to conform to the standards of the government listed in this SOW and manufacturer specifications. If there are any contradictory standards, the SOW will take precedence. The contractor shall perform all work in a neat, orderly manner and maintain all area(s) to a condition comparable to the original configuration. New components shall match or exceed existing components in manufacture, quality, and appearance. The contractor shall correct work not meeting these specifications at no additional expense to the government. 7. CLEANUP. Leave the work area clean and free of all debris, rubbish, and other substances resulting from the work. When the work is completed, the contractor shall reinstall or return to its original location all items removed to perform work. 8. REPORTS AND DATA. All data related to the installation performed in accordance with the SOW shall be provided to the government within five business day after job completion. Specific data required shall include, but not be limited to, the equipment type and number of the task(s) performed, location, man-hours expended, materials (quantity, description, unit cost, and total cost) and data and signature of craftsman. If the job is subcontracted, include the name, address, and phone number of the subcontractor. The contractor shall be responsible for creating, maintaining, and disposing of only those government-required records that are specifically cited in this SOW. If requested by the Government, the contractor shall provide the original record, or a reproducible copy of any such record within 5 working days of receipt of the request. 9. CONTRACTOR PERSONNEL. 9.1. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person, and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer or the contracting officer representative. 9.2. The contractor?s contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of the contract, including full contractual signatory authority. 9.3. The contract manager or alternate shall be available during normal duty hours within two duty hours to meet on the installation with government personnel (designated by the contracting officer) to discuss problem areas. After normal duty hours, the manager or alternate shall be available prior to 1000 hours the next normal duty day. 9.4. The contract manager and alternate or alternates must be able to read, write, speak and understand English. 10. SECURITY REQUIREMENTS. 10.1. The contract employees must complete a ?Request for Identification Credential? (AFMC Form 496) for each employee of the contractor requiring access to Robins Air Force Base. The requests shall be submitted to Pass and Registration (Building 263). The government will provide a completed ?Identification Credential (AFMC Form 387)?, which shall be issued, displayed and surrendered as directed in AFI 31-209. 10.2. Contractor Security Requirement. The contractor is required to comply with all security regulations and directives as identified herein and other security requirements as are shown elsewhere in this SOW. 11. PHYSICAL SECURITY. The contractor shall be responsible for safeguarding all government property being modified or adjacent to the new work. This shall include the existing electrical panels, buildings, water lines, channels, etc. At the close of each work period, all government facilities, equipment, and materials shall be secured. 12. HOURS OF OPERATION. 12.1. Contractor shall work weekends only, Saturday and Sunday 0730 to 1630 hours. Project requestor, Calvin Lowe @ 926-4115 in PMEL section shall be point-of-contact for building access and escorts. All work shall cease and job site shall be cleaned by 0700 hours Monday morning. The contractor shall work, with prior approval of the contracting officer representative, extended hours to ensure timely completion of work at no additional cost to the government. No work shall be done on federal holidays that fall on or in conjunction with a weekend. 12.2. Holidays. The contractor is not required to provide service on the following days: New Year?s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday. 13. CONSERVATION OF UTILITIES. The contractor shall make sure employees practice utility conservation. The contractor shall be responsible for operating under conditions that prevent the waste of utilities to include: 13.1. Lights shall be used only in areas where work is actually being performed. 13.2. Employees shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems unless authorized by the project manager. 14. GOVERNMENT OBSERVATIONS. Government personnel, other than Contracting Officers (CO) may, from time-to-time, with CO coordination, observe or inspect contractor operations. However, these personnel may not interfere with contractor performance. 15. SAFETY REQUIREMENTS. In performing work under this contract, the contractor shall: 15.1. Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work. 15.2. Take such additional immediate precautions as the contracting officer may reasonably require for safety and mishap prevention purposes. 15.3. Develop and provide a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel at the start of the first operational performance period. 15.4. Record and report promptly (within one hour) to the contracting officer or designated Government Representative (GR), all available facts for each instance of damage to government property or injury to government personnel. 15.5. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer. 15.6. If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed. 15.7. Include a clause in each applicable subcontract requiring the subcontractor?s cooperation and assistance in accident/mishap reporting and investigation. 15.8. Comply with safety provisions listed in the technical publications within the Statement of Work. 16. CONTRACTOR-FURNISHED ITEMS AND SERVICES 16.1. MINIMUM QUALITY STANDARDS. The contractor shall consider aesthetics such as color and texture in material selection. The quality of parts and materials shall not be altered. All parts and materials shall meet industry standards, including, but not limited to, Underwriters Laboratory (UL) Code, Uniform Plumbing Code (UPC), National Electrical Code (NEC), American National Standards Institute, Inc. (ANSI), National Electrical Manufacturer?s Association (NEMA), and National Fire Protection Association (NFPA). 16.2. Vehicles. Contractor vehicles shall be in operable condition and meet local, state, and federal safety requirements. Vehicle mounted communication equipment shall conform to all applicable base and federal frequency regulations. End of Statement of Work
