Description
In accordance with Federal Acquisition Regulation (FAR) 5.203, this serves as a pre-solicitation notice. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This request is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, or a Request for Quotes. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government shall not reimburse respondents for any costs associated with submission of information or reimburse expenses incurred to interested parties for responses to this pre-solicitation notice. THE PROCUREMENT IS A 100% SMALL BUSINESS SET ASIDE. The Air Force Central Adjudication Facility (AFCAF) Personal Security Adjudication (PSA) (AFCAF/PSA), located at 229 Brookley Avenue, Bolling AFB, Washington DC 20032-7040 may have a requirement for Adjudication, Administrative and Management Support Services, as well as supporting the requirements for the Office of Personnel Management, Federal Investigations Processing Center, P.O. Box 700 (Air Force Liaison Office) 1137 Branchton Road, Boyers, PA 16018-0700. The AFCAF facility processes cases (approximately 14,000 Personnel Security Investigations per month) and an equal amount of incoming and outgoing correspondence for the Defense Security Service (DSS), Office of Personnel Management (OPM) and other DoD agencies. A draft copy of the Performance-Based Work Statement (PWS), with details of the technical requirements, has been posted on FedBizOps (Ref: Solicitation: FITAD15010A100) for your information. The intent is to make one award to a small business capable of providing these services. All contractor personnel assigned to the AFCAF shall possess and maintain a TS/SCI Security Clearance or be eligible for an interim SCI Clearance prior to performance. Contractor personnel shall be capable of providing administrative duties to include receipt, identifying, sorting and filing all types of personnel security investigations (PSI). Adjudicative personnel shall have the necessary skills and ability to prepare accurate, concise, and understandable summaries of the potentially disqualifying issues contained in each case. Additionally, contractor personnel shall be required to update the Defense Clearance Investigation Index (DCII) and Joint Personnel Adjudication System (JPAS). The period of performance is currently forecasted to be 1 June 2005 through 31 May 2006, with 9 (12 month) option periods. All potential sources shall be registered in the Central Contractor Registration (CCR) at www.ccr.gov in order to be considered eligible for award. The North American Industry Classification System (NAICS) code for this acquisition is 561611 and the corresponding SIC Code is 7381, with the small business size standard not to exceed $10.5 Million. A Request for Proposals (RFP) may be distributed, solely on the FedBizOps (www.EPS.gov) website, on or about 11 February 2005. NO PAPER COPIES OF THE SOLICITATION WILL BE MAILED. When posted, the solicitation can be accessed by following the DoD (Department of Defense), Department of the Air Force (USAF), Direct Reporting Units, and 11th CONS, Bolling AFB FedBizOps website links. REQUESTS FOR A COPY OF THE SOLICITATION WILL NOT RECEIVE A RESPONSE.
