Description
The U.S. Army Unmanned Aerial Vehicle Systems Project Management Office (UAVS PMO) seeks to acquire and field an existing Small Unmanned Aerial Vehicle (SUAV) system that provides the best overall value to meet the small unit need for real-time recon naissance, surveillance, and target acquisition (RSTA) and battle damage assessment (BDA). The system shall have the flexibility to be modified through a Block Upgrade approach to achieve time-phased incorporation of the requirements within the Operationa l Requirements Document (ORD). The governments objective for Block 0 is for the contractors to demonstrate their existing systems capabilities during a System Capability Demonstration (SCD). At a minimum, the Block 0 system is required to meet the SUAV screening criteria, Key Performance Parameters (KPPs), Airworthiness and Safety Requirements, and trade space requirements (optional). The objective for Block 1a is the execution and delivery of LRIP systems and the corresponding program support. The ob jective for Block 1b is the delivery of Full Rate Production (FRP) systems and corresponding program support. The objective for Block II is for continued Spiral Development and Horizontal Technology Insertions. AMCOM plans to issue formal RFP Number W58RGZ-05-R-0382 for a full and open competition for the U.S. Army SUAV system on or about 28 February 2005 with proposals due on or about 11 April 2005. The competition will be conducted in two phases, with the firs t phase resulting in contracts awarded to up to three offerors to demonstrate their system capabilities. The second phase will result in a contract awarded to one offeror for the production and delivery of LRIP systems and the corresponding program suppor t, as well as for possible follow-on FRP systems. The Phase I down-select will occur on or about 9 May 2005. The Phase II/SCD will occur on or about 10 May  30 June 2005. A best value approach will be used in source selection. The UAVS PMO is hosting a Pre-Solicitation Conference on 14 February 2005 at the Marriott Hotel, 5 Tranquility Base, Huntsville, Alabama 35805/Phone: 256-830-2222, from 0830 to 1130. The purpose of this Pre-Solicitation Conference is to obtain industry f eedback on technical requirements and acquisition approach. The UAVS PMO has established an informational Web site at https://www.tuav.redstone.army.mil/suav_ (An underscore _ is after suav.) Draft technical requirements will be posted at this Web site f or review and additional requirements may be posted prior to the 14 February event.
