Description
1. SUBJECT. Purchase Order for Generator Uprating Study, Bonneville First Powerhouse, Units 1 and 2 2. CONTRACT INFORMATION. A purchase order will be awarded for an investigation of the existing generator features, characteristics, and limitatio ns to produce a technical report on the maximum continuous ratings of generators 1 and 2 at the Bonneville First Powerhouse, Columbia River, Oregon. This procurement is open to both large and small businesses. The small business size standard for this pr ocurement is a firm with average annual sales or receipts, including all affiliates, for the preceding three years not in excess of $4 million. 3. PROJECT INFORMATION. The work shall consist of inspects and tests to assess the suitability of the generat or for uprated operation; data collection, analysis of various components of the generating units to identify additional modifications that might be required to rate the generators at 59,400 kVA, 0.90 pf; and the preparation of a technical report. 4. SE LECTION CRITERIA. Selection for this purchase order will be based upon the following criteria, shown in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a - c are primary, with criterion a-b equal, criter ia c is of descending value. Criterion d is secondary and will only be used as tiebreakers among technically equal firms. a. Specialized Experience and Technical Competence. The offeror shall indicate ability to access original design information on the subject generators. The offeror shall provide an anticipated test plan for these generators, showing outages, tests, and inspections involved. The ability to access the original design information and perform the services without unit outages will result in greater consideration. b. Professional Qualifications. The offeror shall provide resumes showing design capabilities of staff assigned to this study. Significant experience with hydro generators manufactured by Westinghouse Electric Corporation will result in greater consideration. Proposed personnel shall demonstrate experience performing similar studies including ve rification with actual unit uprating. c. Past Performance. Past performance on contracts with Government agencies and private industry with respect to cost control, quality of work, and compliance with performance schedules. d. Small Business. Extend of participation of SB, SDB, historically black colleges and universities, and minority institution in the proposed contract team, measured as a percentage of total estimated effort. 5. ADMINISTRATION. Interested firms having the capability to perform this work must submit one original and two copies of the SF 330 for the prime and all consultants to the following address: U.S. Army Corps of Engineers, Portland District, Contracting Division, Attn: Kathleen Seitz, P.O. Box 2946, Portland, Oregon 97208 -2946 or hand carried to 333 SW First Avenue, Portland, Oregon, 97204-3495, no later than close of business (4:00 p.m. PST) seven days after date of publication.
