- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Special Warfare Development Group, Virginia Beach, Virginia has a potential requirement to procure the following: CLIN 0001 Self-Defense Shooting Course During the Period of 13 June 2005 through 1 July 2005 for Sixty (60) students. Two (2) 360 Degree Shoot Houses SS109 (Green Tip) capable and Use of Rifle and Pistol Ranges. Buildings must be equipped with overhead catwalks for instructor observation and safety observers. The two shoot ballistic houses must be 6000 square feet less than 100 meters from each other to permit simultaneous target assaults. Each killhouse must fully support both shotgun and explosive breaching. Reactive steel ranges with 300 separate targets is required to allow the students to train for several days straight without shooting at the same course of fire twice. Range must include a 300 yard moving rifle range and a 100-meter moving pistol range. Service lockers for ordnance and demolition charge building areas should be located within the same vicinity of the shoot houses. Contractor must provide proof that instructor is an internationally recognized pistol and rifle marksman with over 20 years of professional shooting experience. Instructor must be read into NSWDG allowing the teaching curriculum and individual shooting drills to tailor directly to the requirements of the command. This Request for Quote (RFQ) H92244-05-Q-0021 is anticipated to result in a Firm Fixed Price (FFP) contract. The Government intends to make multiple awards as a result of this announcement. Submit written offers; oral orders will not be accepted. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27 effective 28 December 2004. North American Industrial Classification Code (NAICS) 611699 applies to this procurement. Period of Performance is specified within each CLIN. The DPAS rating for this procurement is DO. Vendors shall submit Past Performance Information to include Contract Number, Government Agency Name and Point of Contact Information, Nomenclature of Supplies/Services, Unit of Issue, Unit Price and Extended Price. Technical and past performance when combined weighs more heavily than price. Vendors must be registered in Central Contractor Registration (CCR) at http://www.ccr.gov prior to award.
