- Description
- Z Provide all materials, equipment, and labor required to perform selective demolition and alterations, masonry, carpentry, painting, and interior millwork, and other related work, as specified, need to renovate the U. S. Marshals Space. Work will be at the Page Belcher Federal Building in Tulsa, Oklahoma. Estimated cost range is $3.0 to $3.5 million. Solicitation No. GS-07P-04-UDC-7001, Project AOK02014. NAICS code is 236220 and the small business size is 28.5 million. This requirement is offered to all qualified, responsive, concerns and offers will be considered using the CASCADING ORDER OF PREFERENCE. Each tier will be evaluated using the procedure outlined below. A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated. FIRST TIER, it is the intent of the Government to award one contract on a competitive basis to a Section 8(a) business concern in accordance with FAR 19.8, provided that adequate competition is received and award can be made at a fair market price. Competitive among 8(a) concerns is limited to the State of Oklahoma. LAST TIER, if circumstances do not permit an 8(a) award, the responsive offeror(s) from the first tier will be included in the evaluation of the last tier. The Government intends to award a contract on a competitive basis to an eligible HubZone business concern in accordance with FAR 19.13, provided that adequate competition is received and award can be made at a fair market price. Adequate competition is defined as at least two (2) competitive offerors from qualified, responsible business concerns at the tier under consideration. It is anticipated that the Government will award a Firm, Fixed Price contract requiring the prime contractor to do at least 25% of the work. Solicitation documents will be available for downloading from the internet on or about October 14, 2004. The solicitation and related documents, including drawings, will be available on the internet to contractors meeting the size and registration requirements. Potential offerors must have the capabilities to perform the services described in the solicitation and are invited to respond by submitting the following information: a one page letter on company letterhead stating interest in this project; a copy of a valid business license, containing a minimum of the name, address, phone numbers, state of incorporation, and name of the individual legally authorized to act for the company, a valid DUNS number, tax identification number, and valid picture on state driver’s license. In order to obtain the solicitation documents, contractors must be registered with the Small Business Administration, certified as an 8a, and/or HubZone. Additionally, the contractor must be registered on the Central Contractor Registration (CCR), and have filed with their Vets100 report before contract award, visit the Vets 100 site (www.vets100.cudenver.edu/vets100.asp). Registration for CCR can be accomplished at www.ccr.gov (you must have a valid DUNS number issued by Dun & Bradstreet to register). ...GSA is issuing this solicitation only electronically. Access to the complete solicitation, specifications, drawings, and amendments to the solicitation will be made available only through a secured Extranet site. Interested parties shall email all requests to access the restricted Internet site, for the complete solicitation, to the attention of the POC indicated in this synopsis. This email request should include the name of the contractor's company & their Duns #, the name of the individual designated by the company to access the solicitation and their respective email address (if different from the requester). Additionally, the contractor must review, complete, and return the Document Security Notice (DSN), next paragraph, to the Steven F. Clark, Contracting Officer (fax 817/978-6152).
