ISSUED BY: The Office Procurement (OP), USAID/Cambodia Ladies/Gentlemen: The United States Agency for International Development (USAID), is seeking applications (Standard Form 171 or Optional Form 612) from qualified U.S. citizens interested in providing PSC services as described in the attached solicitation. This is a resident-hire position without overseas-hire benefits. Position Title: Education Development Specialist B. Organizational Location of the Position: Office of General Development, USAID/Cambodia, Phnom Penh. C. Supervisory Controls: The position is supervised by the USDH Supervisory General Development Officer, USAID/Cambodia, who advises on general responsibilities to meet USAID/Cambodia strategic objectives and goals, provides policy guidance and reviews work in terms of overall accomplishment of desired results. The Education Development Specialist serves as the Team Leader for the Basic Education SO team. E. STATEMENT OF WORK 1. INTRODUCTION The incumbent will assist the USDH Supervisory General Development Officer in the start up, management and monitoring of activities under the Basic Education SO. This is a local hire USPSC position. The primary focus of this position will be in the management of programs under Strategic Objective (SO) 11, "Increased Relevance and Quality of Basic Education", under the current Interim Strategic Plan (2002 2005) and a new five year strategy to begin in 2006. The incumbent will serve as the Team Leader for the Basic Education SO team. Funding for the Basic Education SO is expected to be $20 to $30 million dollars between 2005 and 2007. The incumbent's duties/responsibilities will involve the full range of consultative, advisory, monitoring, management, data collection and analysis, and evaluative aspects within the education sector. The incumbent will receive management guidance from the USDH Supervisory General Development Officer. The incumbent will carry out these activities in coordination with other OGD activities. 2. MAJOR DUTIES AND RESPONSIBILITIES: The duties and responsibilities of the Education Development Specialist will include, but are not limited to the following: PROGRAM MANAGEMENT AND STRATEGIC OBJECTIVE ATTAINMENT RESPONSIBILITIES: (85%) Basic Education Technical Support: As the designated Cognizant Technical Officer for Basic Education activities, the incumbent will be the team leader for the Strategic Objective Team and management of the SO Activities; Performs a variety of research, reporting, briefing and analytical duties to provide programmatic and technical management of USAID/Cambodia?s Basic Education reform activities; Maintains current information on the status and processes of education sector reform in Cambodia, conducts research, independent analysis and interpretation. Drafts and processes SO activity documentation for clearance, including MAARDs, non-competition and cost share memos, and other documentation as required; Prepares reports on funding availability, recommending fund utilization and reporting the status of funds; Maintains a database with education activity expenditures for each grant/ cooperative agreement, including fund balances, obligations, earmarks, commitments, disbursements, accruals and pipelines on activities. Provides reports, as required, on the financial status of these activities; Liaisons with the donors involved in education and represents USAID at education sector meetings; Recommends actions to USAID/Cambodia and USAID/Cambodia partners regarding program activities; and Partner Communications and Liaison: The incumbent will liaise with RGC, other donors, NGO cooperating agencies and partners, and with USAID/ANE/Education specialist in Washington DC, facilitating communications and serve as the USAID representative on the Donor Education Sector Working Group. Communications will be at all levels up to and including the United States Ambassador to Cambodia and the Royal Government of Cambodia Secretary of State for Education. The purpose of contact will be to maintain dialogue in support of reform to basic education; to maintain timely management of activity functions and procedures; to collect and verify information on program/project planning and implementation (e.g. statistics, activity progress reports, and proposals); and to monitor and evaluate existing activities in the education sector. Official Interaction and Association: The incumbent will be required to build and maintain a productive professional working relationship with the following parties: all USAID employees (e.g., USAID/Cambodia, USAID/Asia Region, ANE/Education and USAID/Washington), US Government employees, US and non-US partners, other donor agencies, local and national government officials (primarily from the Ministry of Education, Youth and Sports), and the general public. Monitoring & Evaluation: The incumbent will assume a key role in the regular monitoring and evaluation of partner?s basic education reform activities. During startup of the education strategic objective, she/he will assist in the development of a monitoring and evaluation plan within the annual workplans. During the development process, the incumbent will help to devise, with input from the OGD team, the appropriate indicators for evaluating progress in basic education reform. The incumbent will help to collect and maintain in a database of quarterly and annual programmatic and financial reports from basic education program partners. She/he will review these reports and will record data pertaining to activity and financial indicators (e.g., expenditures, burn rate/pipeline analysis and congruity of expenditures against activities, need for incremental funding). She/he works closely with the Office of Financial Management to perform quarterly accruals and reports for Team Leader. Performance Monitoring Plan: The incumbent serves as the principal assistant to the USDH Supervisory General Development Officer in monitoring and evaluating performance of contractors/grantees. USAID/CAMBODIA ? ADDITIONAL ACTIVITY SUPPORT (15%) The incumbent will provide support to USAID/Cambodia in a wide variety of assigned tasks. As requested, she/he will serve as the team leader for the Mission SO Team responsible for guiding the development, implementation, and evaluation of USAID/Cambodia assistance to support basic education, cross cutting themes or other sectors. 9. POSITION QUALIFICATIONS 1. Education: A University/College Degree (i.e. Bachelors Degree) in the field of education or development. 2. Prior Work Experience: The position requires a minimum of five (5) years in progressively more responsible program management positions in the field of education and development with at least three (3) years of this experience with a U.S. or other international/local organization or donor. Prior experience and technical knowledge in basic education is required. 3. Language Proficiency: Native English speaker, highly articulate, is required, and Khmer is also desired. Effective written and oral communications are essential to perform successfully in this position. The incumbent must communicate effectively and accurately with all Mission employees; government officials at the Secretary of State level and lower; international and local organizations, donors and other embassies; USAID?s Washington, USAID?s Asia and Near East Bureau; and the general public. The incumbent is required to prepare briefing documents and participate in the drafting of annual Technical, Programmatic and Fiscal Reports and Modified Acquisition and Assistance Request Documents (MAARDS). 4. Job Knowledge:  Knowledge of the concepts and principles employed in modern education systems, particularly related to curriculum development, teacher training at the primary school level, and access to education;  Knowledge and understanding of student-centered, activity-based learning;  Knowledge and understanding of successful programs to introduce student-centered, activity-based learning curricula in Cambodia or any neighboring countries is desired;  Knowledge and understanding of the situation of education in Cambodia including key issues, trends, structure of the education system and the resources available for education sector development;  Knowledge of the education sector reform process and the appropriate government, non government and international interventions needed to affect reform in Cambodia;  Knowledge of the economic, political, social and cultural characteristics of Cambodia that affect education sector development, particularly in rural areas;  Knowledge of UNICEF, ADB, World Bank, other donors or NGOs involvement in the education sector; and  Knowledge and understanding of educational status of underserved populations in Cambodia. 5. Skills and Abilities:  Proven ability to work independently with minimal supervision or guidance is required. The Mission is seeking a self starter with the ability to be responsive to client needs and to work calmly, tactfully and effectively under pressure as a member of the US/Cambodia team in addressing these needs;  Efficient and orderly with an attention to detail, able to complete work by established deadlines that meets organizational standards;  Ability to effectively manage more than one activity at a time, to work from oral or written instructions, to organize, prioritize and complete assignments with minimal oversight; to quickly and accurately draft documents that meet USAID organizational standards, to objectively furnish information and advice in assigned areas and to work effectively as a team member in USAID/Cambodia?s culturally diverse Mission environment;  Honesty, integrity and the ability to assume personal responsibility for the successful achievement of work assignments and office objectives;  Extreme flexibility and the ability to adapt to the requirements of a multicultural environment in meeting the needs of the USAID Mission and public customers;  Strong interpersonal skills to establish and maintain strong contacts with counterparts both inside and outside of USAID and to explain USAID's education sector policies, objectives and programs at different levels, from high level RGC officials to community representatives. In the same vein, must be able to transmit and interpret host country government and non governmental sector program related concerns to senior USAID and U.S. Embassy officials;  Ability to conceptualize both strategically and programmatically;  Ability to identify, assess and resolve impediments to project implementation;  Ability to analyze data and to report findings, including recommendations for subsequent planning and implementation;  Ability to keep abreast of the current environment related to education sector reform and to package this information for easy access and use by other mission personnel;  Ability to manage more than one activity at a time in the performance of program management;  Excellent writing, analytical and oral presentation skills; and  Excellent computer skills including the use of word processing programs, presentation software, email, databases and spreadsheets. 10. POSITION ELEMENTS: 1. Supervision Received: the Basic Education Activity Manager will work under the general supervision of the USDH Supervisory General Development Officer who will provide management guidance as/when necessary. The incumbent will work with a high degree of independence, establish priorities, adhere to and meet established deadlines, and perform responsibilities and duties with minimal guidance and little or no follow up. The incumbent must be able and willing to work additional hours beyond the established 40 hour workweek and outside the established Monday Friday workweek as may be required or necessary. The incumbent must be proactive and be self-directed. 2. Available Guidelines: The incumbent is required to understand Mission and Agency specific policies and procedures which govern Project Activity Management in addition to the USAID/Cambodia established administrative operating procedures, policies and formats. The immediate supervisor will provide necessary verbal guidance/instructions. The incumbent will be required to be proactive in keeping abreast of evolving guidelines and policies which affect overall support to basic education reform within the Regional Office, including but not limited to the Automated Directives System (ADS), Mission Orders Mission Notices, USG Procurement regulations, and USAID Program Strategy and Policy Documents. 3. Exercise of Judgment: In instances not clearly covered by written guidelines, the incumbent will use her/his own well informed judgment in devising appropriate and, when necessary, innovative approaches to resolving technical, administrative, managerial and/or policy problems. Excellent (balanced) judgment must be exercised in setting priorities. In addition, considerable judgment is required in working effectively with officials in the government and the private sector, in overseeing grantee/contractor activities and coordinating multi sectoral efforts. 4. Authority to Make Commitments: The incumbent will have no independent authority to commit U.S. Government (USG) Mission (USAID/Cambodia) funds on behalf of the U.S. Government or the USAID/Cambodia Office of General Development. 5. Nature, Level and Purpose of Contacts: The incumbent will be required to establish and maintain solid working relationships with all categories of Mission personnel to function effectively. The incumbent will be required to work closely with: 1) USAID/Cambodia technical staff, national governmental officials (particularly in the Ministry of Education, Youth and Sport) and non governmental officials (such as Directors of NGOs and community organizations), private sector representatives, and other foreign donor institutions (i.e., UNICEF, ADB, the World Bank, etc). The established method of communication/contact will be in person, by phone or written communications. The purpose of contact will be: 1) to maintain open lines of communication in support of education related issues; 2) to maintain regular communications regarding the timely management of activity functions and procedures; 3) to collect, obtain, and verify factual information pertaining to program/project planning and implementation; and 4) to monitor and evaluate existing activities in the education sector on a regular basis. The purpose of contacts will range from simple information gathering to assisting in the development of complex programs and documents with various partners. Consultations between the incumbent and partners can be held for explaining and strategizing project proposals and objectives, securing cooperation, resolving problems, obtaining or furnishing information, and persuading USAID/Cambodia staff and counterparts to take actions and accept recommendations. 6. Supervision Exercised: This position is designated as non supervisory. 11. TIME REQUIRED TO PERFORM THE FULL RANGE OF DUTIES The successful candidate is expected to be able to perform the full range of duties after 12 months in the position. The contractor is expected to possess the necessary technical, leadership and management skills/abilities required to carry out the duties and responsibilities required of the position. 12. OTHER REQUIREMENTS In addition, the contractor must also be: 1) a U.S. Citizen; 2) Available and willing to commit to the Contract Performance Period of 24 months; 3) Able to attain a USG-issued security clearance at the level of SECRET; 4) Available and willing to work additional hours beyond the established 40-hour workweek and outside established Monday-Friday workweek, as may be required or necessary; and 5) Willing to travel to work sites and other offices as/when requested. 13.
