Description
This modifcation is to post addional answers to questions recieved prior to the cut off date. 1. The SF 33 is void of a proposal due date. QUESTION: What is the proposal due date and time? Answer : As stated in Modification #4. 2. Paragraph L.5B states, ?The Technical Proposal shall be submitted in an original and Fifteen (15) copies.? QUESTION: Is this a typo or is an original and fifteen (15) copies required? Answer : No 3. Paragraph L.5B states, ?This volume shall consist of the sections described below. Section 1 ? Transmittal Letter Section 2 ? Executive Summary and Table of Contents? Paragraph M.2 provides for evaluation criteria and specifies the page count for the following: A. Past Performance ? 3 pages B. Staffing Plan ? 5 pages C. Management Plan ? 10 pages D. Technical Plan ? 15 pages E. Corporate Experience ? 3 pages Paragraph L.2(c)(2) provides the criteria for the ?first page? of the proposal. Paragraph L.2(e) provides the criteria for Restriction on Disclosure and Use of Data and states in paragraph L.2(e)(1), ?Mark the title page with the following?? Paragraph L.5B.2 identifies resumes for key Personnel as being part of the proposal. QUESTIONS: 1). Do the references above account for the entire page count of the proposal? 2) Does the Transmittal Letter, Executive Summary, and Table of Contents count toward the page count? If yes, what section do they apply to? 3). If an RFP to Proposal Cross-Reference is provided by the Offeror, will it count toward the total page count? 4). Will the ?first page? requirements count toward the page count? 5) Will the ?title page? count toward the total page count? 6). Is there any page limit to Section 4 (Offeror?s Addendum) of the proposal? 7). Will the key person resume count toward the total page count? 8). Do ?Subcontracts and Consulting Agreements? count toward the page count? If yes, what section do they apply to? Answer: R?sum??s, Transmittal Letter, Executive Summary, and Table of Contents, Addendum and Agreements do not count towards the page limit. 4. Paragraph 1.2.3 of the Statement of Work states, ?The Contractor shall provide a ?Transition Plan? to the Lead COTR no more then twenty (20) days after award of this contract?? Paragraph L.5B.6 call for a Transition Plan to be submitted with the proposal. QUESTIONS: 1).How long of a transition period does the Government anticipate? 2). How much time will there be between contract award and contract start-up? Answer : Successful offeror is expected to commence work immediately upon expiration of current contract. 5. Paragraph L.5 provides general instructions for proposal preparation but makes no mention of formatting restrictions. QUESTION: Are there any formatting restrictions to this proposal ? e.g., font size, font type, margins, etc.? Answer : Please follow the instructions in the RFP, other wise it is up to the offeror. 6. Paragraph L.5B.4 states, ?Current/Past performance Information (PPI) shall be voluntarily submitted within 15 days after the RFP issuance, but in no event later than the date and time for submissions of offers.? QUESTION: Is the Past Performance Evaluation Form at Attachment A of Section J of the solicitation to be completed by the referenced Agency and provided by the Offeror; or, is this form to be used by the source board or NDC CO as an evaluation instrument to record Past Performance Reference responses? Answer : The form will be completed by the agency. The contractor is to provide the information. 7. Paragraph 1.13.1 of the Statement of Work states, ?The Contractor shall submit and discuss a plan for conducting training as part of its pre-selection interview.? QUESTION: Will Offerors provide an oral presentation as part of its technical submission and the source selection process? Answer : No oral presentation are anticipated. 8. Paragraph L.5B.4 states, ?The offeror shall identify all contracts or subcontracts performed in the last 3 years which required work in comparable areas to those described herein up to a total of three?. QUESTION: If the offeror chooses to subcontract/team with another firm, are a total of three Past Performance references required for the subcontractor as well? Answer: That is up to the offeror to decide depending on the amount of subcontracting you anticipate. 9. Performance Work Statement, 1.16 List of Attachments indicates ?Attachment 7 - Small and Disadvantaged Business Subcontracting Plan? and ?Attachment 8 - Quality Assurance Plan (including Exhibits)?. QUESTION: These Attachments where not included in the solicitation package issued. Should we disregard these items listed? answer : The attachment list was modified. 10. Performance Work Statement, Paragraph 1.9.10.1 says, ?The Contractor is required to obtain and keep valid a Business License in the State of Virginia to provide commercial guards and armed guards at all sites identified in this contract. Copies of these licenses are to be provided as part of the Contractor?s proposal submission. ? Also, Attachment E: Deliverables 1.1.1 After award, the Contractor shall provide copies of all business licenses to do business in the state of Virginia not less than 90 days prior to their renewal date. QUESTION: Please clarify, is the business license to be submitted with the proposal or after contract award or both? The business license should be provided with the proposal. 11. Will a pre-proposal conference be scheduled for this requirement? Answer: No.
