Description
See Numbered Notes 1, 9, 13 and 26. DESC: Case, Parachutist?s, M-1950, w/o Lowering Line, Specification MIL-C-10922G dated 20 February 1985. Destinations: W25G1U ? DDSP New Cumberland, New Cumberland, PA and W62G2T ? DD San Joaquin, Tracy, CA. Quantities to be purchased and deliveries are as follows: NSN: 8464-01-109-0702 ? 1,400 EA (MIN) ? 3,700 EA (MAX) for the Base Year. Two term year options will be included at a quantity of 1,300 EA (MIN) ? 4,100 EA (MAX). Three (3) deliveries will be required beginning 150 through 210 days after date of award. All materials used in fabrication are to be furnished by the successful offeror. This will be a Best Value Procurement with the following factors: (1) Product Demonstration Models (PDM?s) and (2) Experience/Past Performance, (3) Surge Capacity and (4) DLA Mentoring Business Agreements Program (MBA). This requirement is a military unique item. There is no commercial item available which will satisfy the Government?s needs. SEE NOTE 26.. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.dla.mil/home AFTER February 24, 2005. From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are not, you will be directed to register at time of download. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles (C&T) as the commodity center from which notices will be sent. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment? impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
