Description
The Substance and Abuse and Mental Health Services Administration, (DHHS), through the Program Support Center, intends to negotiate a sole-source award with National Association of Drug Court Professionals, Alexandria, VA . Purpose: The National Association of Drug Court Professionals (NADCP) is uniquely qualified. This conference is being held by NADCP for its members and professionals in the field. SAMHSA/CSAT is a participant in the NADCP=s 11th Annual Drug Court Training Conference. The Substance Abuse and Mental Health Services Administration=s Center for Substance Abuse Treatment (SAMHSA/CSAT) is developing three court models. These models are Family Treatment Drug Court - designed to improve the way courts handle child abuse and neglect cases involving parent(s) with substance use disorders, Adult Treatment Drug Court - designed to improve the way courts handle criminal cases involving adults with substance use disorders, and Juvenile Treatment Drug Court - designed to improve the way courts handle criminal cases involving juveniles with substance use disorder. The NADCP is a national membership organization of adult, juvenile, and family drug treatment courts. These drug courts are throughout the country and abroad. NADCP is a prominent force in the rapid expansion of drug courts. SAMHSA/CSAT has entered into a working partnership with NADCP in order to ensure drug courts have effective clinical interventions, and the annual training conferences are a key mechanism to further SAMHSA/CSAT goals. AMHSA/CSAT=s program goal is providing training and information to current and potential treatment drug courts in order to improve their clinical interventions and to improve their overall effectiveness. The 2005 annual conference will combine the adult drug court training conference with the juvenile and family drug court training conference for the second time. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 13.106-1 INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
