Description
This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, not does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is in support of a market survey being conducted by the Program Support Center (PSC), Department of Health and Human Services (HHS) for a Standard Competition under OMB Circular No. A-76 (Revised) May 29, 2003. The competition will include services that are currently performed by Government personnel at the Human Resource Service, PSC/HHS, in Rockville, MD and Silver Spring, MD. The Government is looking for sources, including both the private sector and public reimbursable agencies, who would be interested in competing for this type of work. Typical functions to be performed include the following: Enterprise Applications Division The Enterprise Applications Division provides the full range of automated data processing support activities associated with the development and maintenance of human resources information technology systems including: analyzing, designing, and implementing system changes, enhancements, and new requirements; providing customer liaison services to resolve issues related to a wide variety of applications and improve customer service; administering PSC data resources including database administration; providing and implementing data mining activities that assist in technology or workforce decision-making as well as application and regulatory reporting; developing detailed system and/or subsystem specifications, program specifications, program modules, files, databases, libraries, and documentation necessary to support human resources system maintenance and development activities; participating in the development of unit test criteria and test methodology necessary to conduct system/subsystem and program-level tests needed to ensure the integrity of human resources information technology systems; and implementing enterprise resource planning systems including, but not limited to, commercial-off-the-shelf (COTS) software; providing overall program leadership and direction to enterprise human resources, payroll and related interfaces and time and attendance systems for the Department and its customers including oversight in developing and implementing new systems; planning, organizing, leading, and directing high-priority projects or initiatives which cross-cut HRS business lines; representing the Department on Interagency Groups for HR, payroll and time and attendance; identifying new requirements, managing the development, modifications and enhancements to the Department?s HR, payroll and time and attendance information systems; determining feasibility, benefits and impacts, including estimates of staff, hardware, software, telecommunications and interfaces; managing development of HR, payroll and time and attendance systems? interfaces to and from other systems; managing all contracts related to HR, payroll and time and attendance systems; ensuring system security and continuity of operations; identifying requirements, developing reports, and providing design and analysis support to users? requesting reports; serving as the initial contact for ADP service acquisitions, including cost benefit analyses, requirements statements, and performance criteria relating to HR, payroll, and time and attendance information systems; and developing, defending and executing budgets for HR, payroll and time and attendance systems; and providing required information to and working with the PSC to resolve audit-related issues and findings. Within the Enterprise Applications Division, there are the following areas, Systems Integrity and Quality Assurance, Enterprise HR Functional, Enterprise Data and Reporting, Commissioned Corps Systems and Enterprise HR Technical. Systems Integrity and Quality Assurance Functions as the information technology liaison for audits executed within the PSC; implements and supports the implementation of PSC's information system security program, including documenting and reporting security breaches; assists program managers in preparing/revising certification packages to acquire or retain approval to operate, i.e., certification and accreditation, through the PSC System Accreditation Board; provides customer liaison services to resolve issues and improve customer service; provides contingency planning and continuity of operations support for PSC systems, oversees, implements, and operates configuration management services including change management, software version control, and design of automated systems to reduce errors and support parallel and concurrent development; oversees and manages software acceptance testing, quality assurance, Independent Verification and Validation (IV&V), and quality control functions for all new and legacy systems/ subsystems including major enhancements and systems changes for PSC applications and infrastructure; provides systems integrity and quality assurance services to other PC organizations as required; administers HRS accounts residing on the National Institutes of Health mainframe and IBM Resource Access Control Facility (RACF) protection of files within those accounts ; ensures the integrity of production environments as well as scheduling, operating, and maintaining the production processes or the Departmental Civilian personnel and payroll systems that provides paychecks, payroll services, and human resource processing for over 65,000 employees, both civilian and commissioned corps; analyzes personnel data requirements and implements sound IT security and privacy practices and policies. Enterprise HR Functional Performs systems analysis and design for changes, enhancements, and new requirements to the Department?s human resources and information systems, including personnel and compensation; determines feasibility , benefits, and impacts, including estimates of staff, hardware, software, telecommunications, and user interfaces; conducts proof of concept test pilots for new software initiatives; develops test criteria, including identification of performance measures, system interfaces, audits, security, and evaluation criteria; provides design and analysis support to user requested reporting requirements; manages the Integrated Time and Attendance System for the Department, acts as subject matter expert on Departmental initiatives; implements and supports the HRS help desk which is the front door to all HRS applications for personnel and payroll liaisons throughout the Department including tracking, researching, and answering any or all customer help calls. Enterprise Data and Reporting Administers the Department?s human resource data base through data definition, development of data structures, imposition of security measures, database maintenance and control of user access and use of data; develops and implements HR web applications for the Civilian HR Centers use; develops, modifies, submits, and disseminates reports to meet OPM and other Departmental/Outside Agency requirements, and customer needs; and provides and maintains historical data for the Department. Commissioned Corps Systems Provides a full range of human resources IT support systems to manage the Commissioned Corps Personnel and Payroll systems; performs system analysis, design, development, testing, documentation, and production for all support systems which affect the PHS Commissioned Corps personnel and payroll systems; maintains and updates the Commissioned Corps web sit presence; schedules, operates, and maintains computer applications, including the production of official personnel orders, and monthly and special payroll transactions to the U.S. Treasury; administers the Corps? computer data base through data definition, development of data structures, imposition of security measures, data base maintenance, and control of user access and use of data; develops detailed systems and/or subsystems; specifications, program specifications, files, databases, libraries and documentation necessary to support system maintenance and development activities; participates in the development of test criteria and test methodology necessary to conduct system/subsystem and program level tests needed to ensure the integrity of the Corps? automated personnel and payroll systems; maintains the highest system integrity and uses state-of-the art data processing techniques where and when appropriate, adhering to Privacy and Freedom of Information Act requirements and security standards for personnel and payroll systems; implements sound IT security and privacy practices and policies; performs, in conjunction with EAD/SIQA quality assurance testing, including acceptance testing for all new systems, major enhancements, and system changes; and maintains all web based Corps applications. Enterprise HR Technical Provides IT maintenance and development support for the Civilian Personnel and Payroll systems; performs system analysis, design, development, testing, documentation, and production for all systems which comprises the Civilian Personnel and Payroll systems; and implements changes, enhancements, and new requirements for the Department?s HR COTS system. The Government will not pay for any information that is submitted by respondents to this synopsis.
