Description
SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL). The United States Government, represented by the Department of State, is seeking proposals from U.S. citizens interested in providing the PSC services described below. DOS intends to award a contract for the basic term of one year with four one-year options to be exercised at the discretion of the U.S. Government. The contract will be awarded to an individual candidate representing the best overall value to the Government considering the candidate's qualifications and experience against criteria stated herein. Proposals must include at a minimum a resume, a Standard Form 171 (SF 171) or Optional Form 612 (OF 612) signed and dated, and three written letters of reference including reference contact information. The OF 612 is available at http://www.usajobs.opm.gov/forms.asp. Note that the SF 171 is not available through the internet. If you do not have an SF 171, please use the OF 612. Street NW Washington, D.C. 20520 Late proposals will not be accepted unless the proposal has been mishandled once received in DOS. A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A). The Office of Aviation provides planning, operational and logistical support and contract oversight for the INL counter-narcotics aviation program in South America, Pakistan and Afghanistan. The Office of Aviation performs this mission using a fleet of 175 fixed and rotary wing aircraft, more than 1100 Contractor personnel and 50 Government and personal service contractor personnel, operating in the United States and various Latin American countries, Pakistan and Afghanistan. PURPOSE: The purpose of this personal services contract position is to serve as the Safety Manager for Aviation and Ground Safety. This involves providing both aviation and ground safety expertise to INL/A; coordinating safety direction/guidance to and oversight/evaluation of contractor and host nation safety operations activities; coordinating direction and oversight for contractor and host nation aviation/ground safety training/standardization and performing flight duties in rotary-wing aircraft. The incumbent is required to develop, coordinate, and implement aviation and ground safety programs/systems/procedures in support of INL/A counter-narcotics operations. Incumbent reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, training, and deploying INL/A assets within or to OCONUS locations. 2. STATEMENT OF WORK Develop, coordinate, organize and implement a comprehensive Aviation and Ground safety program and safety policies and procedures for INL/A. Perform safety program oversight and evaluation of the aviation support contractor. Perform safety program planning and direction for Contractor and host nation operations. Provide technical direction and oversight for Contractor and host nation safety training. Advise the Director, INL/A regarding matters concerning flight and ground safety. Assist the Chief of Operations and other Operations personnel in the collection, review, and dissemination of safety related data regarding aviation tactics, techniques, and employment in support of the counter-narcotics mission of INL/A. Maintain staff liaison with U.S. Department of Defense, Department of State, U.S. Embassy Narcotics Affairs Sections, other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to INL/A operations. Perform Pilot duties in rotary-wing aircraft. Serve as the safety technical advisor to aircraft accident investigation boards. Perform safety and occupational health management, plan, administer, and evaluate a comprehensive 24-hour a day program and serve as principal aviation safety and occupational health advisor to the program director, analyzing and resolving diverse, high safety risk hazards. Program elements include the formulation of program aviation, ground and environmental safety and occupational health directives, prevention and control of aviation and ground mishaps, fire protection, promotion of safety education, and implementation of a mishap reporting system including selective incident analysis. Proponent for the organization's safety policies, procedures and guidelines. Responsible for the development of safety goals, objectives, the development of the organization?s safety training curriculum. Review proposed equipment procurement and modification requests to ensure the inclusion of necessary safety features and oversight. Survey numerous organizational forward operating locations and main operating bases world-wide to determine the organization?s compliance with aviation, ground, environmental and OSHA safety standards; devise and implement measures to control or eliminate recognized hazards. Serve as a member of Aircraft Accident/Incident Investigation Boards. Investigate and/or assist in the investigation of employee mishap fatalities and prepare a chronological narrative of factors contributing to the incident, including photographs of the mishap scene, statements from witnesses, autopsy and pathological reports; summarize Board findings, develop conclusions and make recommendations for elimination or control of hazards identified. Responsible for the promotion of the organization?s safety educational campaigns using posters, pamphlets, and literature through the organization?s safety staff and motivates employees to practice mishap prevention procedures for all activities. 3. MINIMUM REQUIREMENTS In-depth knowledge of, and five years experience within, formal Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, safety program manuals and regulations, and related documents. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. Knowledge of US Industrial Safety Standards, DOD Safety regulations/procedures, OSHA regulations/procedures, DoS Safety regulations/procedures, and NTSB regulations/procedures. Knowledge of the tactical employment of all aircraft involved in a counter-narcotics aviation program, including capabilities, limitations and techniques of employment of fixed and rotary wing aircraft. Must have extensive experience in aircraft operations/training management in a military or civil organization involved in the training and standardization of rotary-wing pilots, the tactical employment of rotary and fixed wing aircraft in a high threat environment, and the deployment of aircraft to OCONUS locations. Knowledge of and experience in the formulation of plans and policies pertaining to operations within unit level safety and flight training activities. Should have a basic knowledge of command communications, government intelligence procedures, and flight operations procedures. Successful completion of either the FAA or NTSB Fixed Wing or Rotary Wing Accident Investigators Course is highly desirable. Successful completion of an Approved Aviation Life Support Equipment (ALSE) training program is highly desirable. Certification in Hazardous Waste Management is desirable. Extensive experience in aviation and ground safety in either U.S. Military or U.S. Civilian organizations is required. A Baccalaureate Degree in Safety Management is desirable. Skill and extensive experience as a rotary-wing aircraft pilot is required. A minimum of 1,500 hours of rotary wing flight experience is required. Certification as a FAA Commercial Pilot, Rotorcraft Helicopter or U.S. Military rated helicopter pilot is required. Certification as a FAA Flight Instructor, Rotorcraft, Helicopter; or U.S. Military Rotary-Wing Flight Instructor qualification is highly desirable. Experience as a rotary wing night vision goggle (NVG) pilot, in either the UH-1 series or UH-60 series helicopters, is required. Ability to demonstrate rotary wing pilot aeronautical knowledge and skill via oral/written/flight performance evaluations/examinations in accordance with established DoS INL/A Aircrew Training Program. Knowledge of and skill in operation of desktop computer based word processing systems is required. Knowledge of U.S. Government contract administration procedures is desirable. Knowledge of job hazard analysis and other analytical techniques sufficient to perform mishap investigations and identify causal factors through interviews, study of the sequence of mishap events and environmental circumstances and by review of employee training records is required. Knowledge of safety and occupational health principles, practices, procedures and standards applicable to a full range of administrative duties sufficient to plan, organize, direct, operate and evaluate an aviation safety and occupational health program involving a wide variety of hazards encountered in an extremely demanding aviation program is required. Knowledge of communication and human relations techniques sufficient to encourage, persuade, and motivate program employees to observe all program aviation, ground, and environmental regulations is required. Skill in devising innovative safety procedures to minimize potential for injury or property damage resulting from aviation and ground maintenance activities and weapons and fueling operations is required. 4. COMPLEXITY The Contractor employee provides aviation and ground safety management and oversight of U.S. Government, Contractor and host nation safety program personnel, operating in five countries and at multiple forward operating locations. The Contractor employee develops and oversees the multi-national aviation and ground safety training programs, plans, policies, and procedures for INL/A. Coordinates recommendations from staff officers; consults with the Director regarding ongoing projects; provides safety program guidance to INL/A staff personnel, Contractor safety personnel, host nation and Program Aviation Advisor operations and safety personnel and oversees implementation of the overall safety program. The Contractor employee performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the safety of aviation operations in support of the counter-narcotics mission. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. As this is a rotary wing flying position, the incumbent is required, in accordance with DoS INL/A Aircrew Training Program, to complete a FAA second-class medical examination annually. 6. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections. Flight duties are performed in rotary-wing aircraft at the main base at Patrick AFB, Florida; however, the incumbent may be required to perform flight duties at an OCONUS field site under primitive conditions. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore pose significant risk to the incumbent while at these sites. B. Evaluation Criteria: Factor 1. (Contract Oversight). Offeror?s ability to: a. Provide operational direction and guidance to the contractor for the purpose of supporting the destruction and interdiction of narcotics products into the United States. b. Provide direction and oversight for contractor and host nation ground and aviation safety and training programs. c. Maintain proponency for INL/A safety regulations and procedures. d. Oversee the INL/A Safety program. e. Perform safety oversight and evaluation of contractor ground and flight operations, including reviewing waivers to published directives, reviewing Contractor safety and flight operations procedures, etc. f. Provide comprehensive award fee input to the COR regarding contractor safety program activities. Factor 2. (Assist the Director of the Office of Aviation). Offeror?s ability to a. Provide safety and occupational health management guidance to and coordination with INL/A and Contractor/Host Nation staff for the purpose of conserving resources. b. Develop safety goals, objectives and safety training curriculum (through the contractor and the Office of Aviation staff) for the purpose of enhancing aerial eradication operations and aerial interdiction operations. c. Survey organizational forward operating locations and main operating bases world-wide to determine compliance with aviation, ground, environmental and OSHA safety standards. Factor 3. (Assist Chief of the Operations Division). Offeror?s ability to: a. Develop, coordinate, organize, and implement comprehensive safety systems and procedures for the Office of Aviation. b. Collect, review and disseminate data on safety related issuesregarding aviation tactics, techniques and employment in support of counter-narcotics missions. c. Serve as a member of Aircraft Accident/Incident Investigation Boards. Investigate and/or assist in the investigation of employee mishap fatalities and prepare a chronological narrative of factors contributing to the incident, including photographs of the mishap scene, statements from witnesses, autopsy and pathological reports; summarize Board findings, develop conclusions and make recommendations for elimination or control of hazards identified. d. Promote the INL/A safety educational campaigns using multi-media, multi-chromatic presentations through the safety staff and motivate employees to practice mishap prevention procedures for all activities. e. Perform flight duties in rotary wing aircraft. Factor 4. (Experience/Past Performance). Offeror?s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). C. COMPENSATION: This position is a GS-13 equivalent salary range. Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. D.
