Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. * * * THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. * * * Quotations are being requested and a written solicitation will not be issued. This solicitation/synopsis solicitation number FA4418-05-R-0005 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26. This acquisition is solicited unrestricted. The associated NAICS code is 812320. Basic requirement consist of providing rental and cleaning of coveralls and shop towels in accordance with Statement of Work, Attachment 1. All responsible sources may submit a quotation, which shall be considered by the agency. Offerors shall include all costs on the attached price schedule, Attachment 2. Place of performance is Charleston AFB, SC. The basic contract period is 1 Mar 05-30 Sep 05 with four one-year options. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the government, price and other factors considered. Evaluation procedures outlined in FAR Part 12 and 13.5 shall apply to this acquisition. The following factors shall be used to evaluate offers: (1) Price and (2) Past Performance. The Government will initially evaluate offers for award purposes by ranking them in order of total price, to include option years, then evaluate past performance starting with the lowest offeror. Past performance is significantly more important than price. The contractor must provide 2 ? 3 past performance references from recent contracts. Each reference will be surveyed and receive an overall rating from Unsatisfactory to Exceptional. Based on survey ratings, the contractor will receive an overall performance risk rating ranging from Unsatisfactory to Exceptional. No more than 3 surveys will be conducted per contractor. If the lowest priced evaluated responsible offer is judged to have an exceptional performance risk rating, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. The government reserves the right to award to other than the low offeror. All responsible business sources may submit a quotation, which shall be considered and evaluated by the agency.
