- Solicitation W911RZDPWITST Questions and Answers Question: What type of solicitation is this? Firm Fixed Price (lump sum) or Time & Materials (hourly rate)? Answer: Firm Fixed Price. Question: What are the estimated annual hours? Answer: Provided in the SOW, 1920 hours. Question: Is the solicitation for full time support or as required? Answer: It is estimated at full time support. Question: Is there a cutoff time on the 11th for the submission? Answer: Provided in the SOW, noon. Question: Must the individual doing the work be cleared and if so at what level? Answer: The person should have a Secret clearance or be able to get a Secret clearance. Question: I was wondering if there might be a need for the person to have a security clearance? The way I understand this. The person will be working with military servers. Also I wanted to know if there were any bonding requirements? Answer: The person will not be working with military servers. Servers are U.S. government servers. No bonding requirement is necessary. Question: Will a work space for the individual be provided at DPW? Answer: Yes. Question: Is there an individual currently performing this workload? Answer: Yes. Question: Is this a new requirement? Answer: No. This is a follow-on. Question: Will the SOW contain instructions on a proposal format? Answer: The SOW does not contain instructions on proposal format. Please provide pricing for the base year and two option years. Question: Can I get the current fully burdened bill rate of the incumbent? Answer: We cannot give you the fully burdened rate of the incumbent. That information is deemed proprietary. Question: Are you looking for a single person to provide these services? Answer: Paragraph 10 of the Statement of Work indicates that the government anticipates that one (1) IT Specialist will be required to complete the tasks outlined in the SOW. Question: Who is the current incumbent for this contract? Answer: Echols Consulting Inc. Question: Is the person currently performing these duties government or vendor personnel? Answer: Vendor personnel. Question: Is the incumbent personnel appropriate to bid? Answer: Question is unclear. This requirement is open to Small Businesses. Question: Regarding the bid submittal, what is the maximum number of pages? Answer: There is no page limit. Question: Regarding the bid submittal, is past performance required? If so, what is the number of citations and what information should be provided? Answer: The resume should include 2 references complete with point of contact information.
