- This is a combined synopsis/solicitation for commercial service. This announcement constitutes the only solicitation. The California National Guard intends to award one or more Blanket Purchase Agreements (BPAs) to support an immediate requirement for California licensed medical personnel for medical processing services at Camp Roberts, CA in support of troop mobilization and demobilization. REQUIREMENTS: *PHLEBOTOMISTS: 1 each to draw blood for general labs, HIV and DNA, do laboratory processing of blood and urine using instruments to include centrifuge, hematocrit tubes, hand-held glucose and cholesterol monitors, urine dip sticks and preg nancy test kits. *LICENSED VOCATIONAL NURSES: 2 each to draw and administer vaccines, evaluate vaccination records for immunizations needed based on guidelines provided by the CA Army National Guard. *EMERGENCY MEDICAL TECHNICIAN or CERTIFIED NURSING AS SISTANT: 10 each to screen individuals using Armed Forces Vision testing machines, tonometers, refractors, mobile audiometer machines, with and without hearing booths or the DOHRS system if licensed, mobile EKG machine, 10 lead that reads 12 leads, height and weight with portable medical scale, assist in taping selected individuals to Army standard, manual blood pressure cuff and manually take temperature and pulse. LOCATION: Camp Roberts Military Reservation (10 miles north of Paso Robles, CA). PERIOD OF PERFORMANCE: February September 2005 with 4 option years. First anticipated need is 27 Feb 2005 for approximately 270 soldiers. Follow on dates are 5 March 2005 for approximately 140 soldiers and 15 March 2005 for approximately 115 soldiers. Future dates are as yet unidentified. GOVT RESPONSIBILITIES: *All medical supplies will be provided by the State Surgeons Office. *Guidance and leadership of medical assets and training on specific equipment will be responsibility of State Surgeons Office. CONTRACTOR RESPONSIBILITIES: *Contractors must be able to provide services on short notice. *Transportation, billeting and meals will be the responsibility of the contractor and per diem pricing should be built in to the bid. *Provide current licenses on all personnel. *Normal duty day will be approximately 7:15 AM to 6:00 PM with processing to be concluded upon the determination of the Medical Officer in Charge/Non-Commissioned Officer in Charge (OIC/NCOIC), but not to exceed 10 hours per day. Estima ted number of soldiers to be processed each day is 125. This synopsis is 100% set aside for small business. Simplified Acquisition Procedures will be utilized. Award will be based on price and past performance and ability to respond with short notice. All vendors must be registered in the Central Contractor Registration (CCR).
