Description
This is a combined synopsis/solicitation for commercial items prepared under the authority of FAR 13.5, Test Program for Certain Commercial Items and in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Government will be purchasing this equipment as a Brand Name or Equal type of proposal, with the product features identified in the National Stock Numbers provided. (See FAR Clause 52.211-6, Brand Name or Equal (8/99).) This action i s a full and open competition and is unrestricted as to business size. The NAICS code for this action is 336411. The combined synopsis/solicitation number is W91CRB-05-T-0039. Requirement is for Helicopter Main Rotor Hub CLIN 0001, Item Specifications NS N 1615-01-237-0512. Bell Helicopter Part Number 204-012-101-139 or equivalent. Eight(8)each. Helicopter Tail Rotor Blade CLIN 0002, Item Specifications NSN 1615-00-472-7308. Bell Helicopter Part Number 204-011-702-19 or equivalent. Eight (8) each. Thi s is a Foreign Military Sales Requirement, FMS Cases JO-B-BEI and JO-B-BDX. Delivery terms are F.O.B. Origin, Contractors Facility. Quoted price should not include delivery. Shipping will be handled by the Freight Forwarder, Eagle Global Logistics, 190 1 Park 100 Drive, Glen Burnie, MD 21061-3319. Offerors must provide a delivery schedule with their proposal as well as the location for pick-up. Immediate delivery is desired for all 16 items, however, offerors are encouraged to propose alternate delive ry schedules if complete delivery cannot be met. Partial shipments are acceptable. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2 Evaluation  Commercial Items applies to this acqui sition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Contracting Officer shall make a best value award decision based on the followin gevaluation factors: Price and delivery schedule. While delivery is more important than price, award will be made to the offeror that provides the best delivery schedule for the best price. A compl eted copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, must be provided with offers. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition.
