Description
The U.S. Army, TACOM, Picatinny Arsenal, NJ 07806-5000,on behalf of the Office of PM Soldier Weapons, has interest in procuring a multi-magazine holder, to be included as a component of a Close Quarters Battle (CQB) Kit. A Bid Sample of 15 each is to be submitted along with a technical proposal, at no cost to the Government. An initial base quantity of 50 multi-magazine holders will be procured, to be delivered within 30 days of contract award. Four (4) Options are planned with ranges from a minimum quantity of 4,000 each to a maximum quantity of 10,000 each per option. The multi-magazine holder provides Soldiers with rapid change out capability through linking of the M16 rifle/M4 carbine round magazine to the weapon loaded magazine. The multi-magazine holder will indirectly increase lethality and mobility in close quarters battle meeting engagement and response to ambush battle drills with a secure device that requires minimal time to employ. The item is envisioned to be a commercial off-the-shelf (COTS) non- developmental item (NDI). The item must currently be in production at the contractor?s site, developmental items are neither permitted nor desired. The item must be dull and non-reflective with no sharp edges or pinch points that could cause injury to the user or damage protective clothing and equipment worn by user. The multi-magazine holder, shall securely hold two standard M16 30 round magazines, without the use of tools to add or remove the magazines. Additionally, the multi-magazine holder shall not interfere with the function or the use of the weapon by either right or left handed users. The contractor must be able to sustain a delivery schedule of 833 multi-magazine holders per month. See Note 1. All comments or questions to this notice are due no later than 22 February 2005.
