- Combined Synopsis/Solicitation LAQ052004 is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice and falls under the Simplified Acquisition Procedures (SAP, Part 13.5. This announcement constitutes the only solicitation. Offers are being requested and a written solicitation will not be issued. The NAICS code is 561730. The small business size standard is $6 million. This acquisition is a small business set-aside. This procurement is for a firm fixed price contract. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27. The clauses and provisions referenced in this solicitation may be obtained in the full text form at http://www.arnet.gov/far. SCOPE OF WORK Project Description: The Bureau of Land Management, Alaska Fire Service is requiring a hazard fuels reduction project in the Fort Greely area which is approximately 150 miles from Fairbanks, AK. The hazard fuels reduction project is located in the Donnelly Training Area 8 and not to exceed 100ac. and required to remove all mature woody saplings and young spruce seedlings by shearblade method. Performance of this contract shall begin approx. Feb 23, 2005 and the total job completed no later than April 1. Quotes are to be submitted at a per acre cost for an estimated quantity of 100 acres. Location: Sites are located in Donnelly Training Area 8, east of 33-Mile Loop Road. Sites will be accessed from 33-Mile Loop Road, Ft. Greely, AK Access/Boundaries: Two plots, encompassing about 50 acres each, have been identified for treatment with pink flagging. Plot corners are identified by three pink flags. (Please note: Some trees in the marked boundaries have two pink flags due to re-flagging efforts by the Army; these are not corners.) The access point from 33-Mile Loop Road and the access routes between plots has been identified with green flagging. Green flagged access routes must be traversed with the blade up. Treatment: The hazard fuels reduction project is to be executed with the use of a bulldozer equipped with a shearblade (Rome K-G or equivalent) and operator to shear black spruce, white spruce, and quaking aspen near the ground surface (within 4") and push the trees and debris into parallel windrows or large piles. Windrows and piles will be as follows, minimum width no greater then 15', minimum height of 10', and little to no soil residue (acceptable less than 5%, compact as possible, COR inspected and accepted). Windrows or piles must be at least 100' from residual stand of trees to maintain fire break as needed. Deep gouging to mineral soil and unnecessary turning should be avoided. All trees in the proposed unit / units will be removed. Bulldozer work must be completed while the ground is frozen (COR approved). The vendor will provide all labor, supervision, tools, materials, equipment and transportation necessary to complete scope of work. There will be no Government provided equipment for the scope of work. Fueling Site: A specific area at the end of the 33-Mile Loop Road site access point to plot #1 has been designated for all fueling and fluid activities. Contractor's Responsibility: " Coordinate all phases of the contract with the Contracting Officer Representative (COR) at the Alaska Fire Service office in Fairbanks, AK. " Provide a Projected Performance Schedule, target of completion within five days after contract award. " Conduct necessary snow removal to allow for access to project site on 33-Mile Loop route and/or Fleet Street route (these are not maintained roads and are subject to drifting). " Repair any damage to road base during project activity (i.e. ruts or gouges from unloading/loading of equipment). " Conduct all fueling and fluid activities in the designated fuel site. " Prevent soil contamination from fuel or fluids by using acceptable containment devices (i.e. drip pans for parked equipment, absorption pads for fuel spills). Evaluation Factors: The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers. 1). Past Performance 2). Price **Evaluation of Past Performance shall be based on the references provided in accordance with 52.212- 1(b) (10) and information provided by BLM and 52.212-2 Evaluation-Commercial Items. Offerers shall provide a list of at least three (3) References to whom the same or similar service has been provided. The list of references shall include the following; the name of the reference, contact person, address and phone number and date service was completed. Offerors shall include a completed copy of the clauses 52.212-4 Contract Terms and Conditions commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. In Paragraph (b) of 52.212-5 the following apply: 52.222-03,52.219-6,52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33 52.222-41, and 52.222-42 Statement of Equivalent Rates for Federal Hires (May 1989) (29U.S.C. 206 and 41 U>S>C>351, et seq.) Employee Classification Wage Grade 10 - Laborer Monetary Benefits $18.61. Offerors shall include a completed copy of the provision at 52.212-03 Offeror Representations and Certifications, Commercial Items with its offer. All responsible sources may submit a quote responding to the evaluation factors along with unit pricing for an estimated quantity of 100 acres. All responsible sources must submit the type of equipment they will be using and return the Offeror Representations and Certifications- Commercial Item.
