Description
The U. S. Department of the Interior, Minerals Management Service, intends to make a firm-fixed price, sole source award to Spiricon Inc, Logan, UT. GovWorks/DOI intends to issue a Purchase Order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items and 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the Redstone Technical Test Center, Developmental Test Command, US Army Test and Evaluation Command. The Redstone Technical Test Center (RTTC) has a need to procure a Near-Infrared Digital Camera System and associated parts. This Near-Infrared (NIR) camera system will be integrated into the RTTC's Automated Laser Instrumentation Measurement System (ALIMS) Laboratory. The ALIMS laboratory is used to test U.S. Army Laser Designator Systems. This laboratory has been operational for over 10 years and is being upgraded to support continued use. The NIR camera system being procured is a direct descendent of the current system already used in the ALIMS laboratory. Use of other NIR camera systems would require extensive integration and redesign efforts that will not be necessary if these compatible systems are procured. Spiricon Inc is the only company that can build the camera that matches the design, both technically and physically; and only direct sales from the company are available. Award to any other source would result in substantial duplication of cost to convert to another vendor's system to include software and hardware engineering efforts to integrate with other test equipment, documentation, material handling costs and material costs to support spare parts and additional man-hours to develop the capability to maintain another vendor's systems. Through the use of market research including literature review, internal searches, and expert knowledge from Richard Brown, Chief, Subsystem Test & Analysis Branch, RTTC, it has been determined that the equipment required by RTTC is available from only one responsible source and no other type of equipment will satisfy agency requirements. Other manufacturers have been considered, but do not meet compatibility requirements. The use of alternate sources would result in a duplication of effort and cost that would not be recovered through competition. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by 4:30 p.m. EST February 22, 2005 will be considered by the Government.
