- This is a request for information only. There is no solicitation package available. The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCAD LKE) is seeking sources that may be capable of providing Night Vision Device (NVD) Well Deck Lighting capabilities. The Navy?s requirement is for design, fabrication, integration, manufacturing, testing, production, demonstration, delivery, and associated documentation for a minimum of approximately 100 NVIS Green A Fluorescent 24? Tube Filter Modification Kit and a maximum of approximately 1,700 NVIS Green A Fluorescent 24? Tube Filter Modification Kit. DESCRIPTION: MIL-L-85762A NVIS GREEN A FLUORESCENT TUBE FILTER MODIFICATION KIT FOR A MIL-F-16377/8 (aka SYMBOL 331.1), MIL-F-16377/11 (aka SYMBOL 77.4), or a MIL-F-16377/12 (SYMBOL 333.1) FLUORESCENT LIGHT FIXTURES. This is a MIL-L-85762A NVIS GREEN A Fluorescent Tube Modification Kit with the following critical characteristics: (a) This kit is to make the following type of light fixtures NVG Compatible: MIL-F-16377/8 (aka SYMBOL 331.1), MIL-F-16377/11 (aka SYMBOL 77.4), or a MIL-F-16377/12 (SYMBOL 333.1) Fluorescent Lamp Fixtures with a M16377/8-001, M16377/11-001, and/or a M16377/12-001 white diffusing window cover (b) This kit is NVIS Green A Version of a MIL-F-16377/42 Fluorescent Tube Filter that fits over a Commercial Item Description A-A-55005-1 Fluorescent Lamp (aka Federal Specification W-L-000116/16 & MS15589-5) without modification of the existing light fixture; (c) this kit shall include crush-proof & crack proof end-caps with holes for the dual pins on the fluorescent lamp (d) this kit shall include small gaskets that fit over the dual pins on the fluorescent lamp to prevent non-compatible light leakage from occurring around the dual pins; (e) this kit shall NOT be made of glass or breakable material due to breakage concerns and potential of FOD damage to aircraft and to Landing Craft Air Cushion (LCAC) Craft; (f) this kit shall have similar spatial light characteristics and overall light output as the aforementioned light fixtures outfitted with a M16377/42-003 RED Filtered sleeve; (g) this kit shall not exceed 1.595" MAX for the outside cylinder diameter due to some fitting problems with ballast?s found in MIL-F-16377/12 (SYMBOL 333.1) Fluorescent Lamp Fixtures; (h) the NVG Compatible Filter Tube shall be a seamless tube similar to the M16377/42-003 Red Filtered Sleeve it replaces (with the exceptions noted herein); (i) this kit shall not require further modification to the said fluorescent light fixtures (i.e., replacing the light fixture, the white diffusing window cover, re-painting the white paint, or adding internal reflectors to attempt to cover up the offending paint is NOT acceptable); (j) some versions of the fixtures have either paint or white diffusing windows or both that fluoresce non-compatible light when exposed to MIL-L-85762A NVIS Compatible Lighting - this paint and/or white diffusing window shall NOT be replaced; (k) shall [when combined with the white diffusing windows (Mil-F-16377/8-001, Mil-F-16377/11-001, Mil-F-16377/12-001); the Fluorescent Light Fixture (NAVSEA SYMBOL 331.1, 77.4, and 333.1), and the Cool White Fluorescent Lamp (CID A-A-55005-1, W-L-000116/16, and MS15589-5)] generates Night Vision Radiance Intensity (NRIa) of 1.0 x 10-5 NRIa (as an order of magnitude) and 1.0 x 10-8 NRIb (as an order of magnitude) when measured in accordance with, and measured with equipment that meets the requirements of, Appendix C of MIL-L-85762A and calculated in accordance with SAE ARP 4392; (l) shall meet MIL-L-85762A NVIS RADIANCE & Color Coordinate requirements when COMBINED with Fluorescent Lamp, and the SYMBOL 331.1, SYMBOL 77.4, or SYMBOL 333.1 Lighting Fixture because some existing Fluorescent Light Fixtures fluoresce in the near infrared when exposed to MIL-L-85762A NVIS Compatible Lighting; (m) The modification kit shall survive the same ambient environmental conditions as : MIL-F-16377/8 (aka SYMBOL 331.1), MIL-F-16377/11 (aka SYMBOL 77.4), or a MIL-F-16377/12 (SYMBOL 333.1) Fluorescent Lamp Fixtures (n) the modification kit shall routinely withstand maximum operating temperatures of 120 degrees Centigrade (o) The modification kit shall NOT degrade the performance or shorten the life of the existing Commercial Item Description A-A-55005-1 Fluorescent Lamp (aka Federal Specification W-L-000116/16 & MS15589-5) in the aforementioned light fixtures under the aforementioned environmental conditions; The response shall include a white paper (summary) of no longer than five (5) pages along with any supporting data/material, which shall not exceed a total of twenty-five (25) pages. Three (3) copies of each response are required. All responses must be hardcopy, no electronic submissions allowed. The government will not pay for any information received in response to this request nor will the government compensate any respondent for any costs incurred in developing the information provided to the government. Responses should cite RFI number N68335-05-RFI-2024 and be addressed the attention of Ms. Jessica Schoenleber, Code 2.5.2.3.2.JS. All responses are due by (4:00PM EST) on 10 March 2005.
