- The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following: 1) Two Channel Video Decoder, Product Number DEC1000R1006000 (Quantity - 1 each). This requirement is a manufacturer sole source to Enerdyne Technologies, Inc. due to proprietary compression used in the airborne equipment that can only be decoded using the Enerdyne proprietary ground compliment and is a direct replacement of parts. Any firms believing that they can provide the material may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice, clearly showing it's ability to do so without compromising the quality, accuracy, and reliability of the data or without causing programmatic hardship to the program.
