Description
NSWCCD Philadelphia is hereby seeking information on systems engineering integration and optimization software for possible application within US Department of Defense (DoD) design evaluation offices. In particular, NSWCCD Philadelphia is seeking sources of commercial, off-the-shelf software that has been field demonstrated with documented use and approval from government, industry and academia applications to successfully integrate legacy design analysis tools and processes. The software suite must be capable of integrating legacy applications of the DoD design office to allow the design evaluator to quickly perform trade studies of multiple system designs and evaluate these designs based on mission requirements. The software suite must allow the design evaluator to assess the effectiveness of multiple objective designs and perform optimization analysis including gradient-based and genetic algorithms. As a minimum, the software suite must be able to perform the following capabilities: Distributed and heterogeneous environment platform support Automated process execution Design exploration tools Built-in wrappers for COTS applications including Excel, Matlab, MathCAD Open architecture with published API and plug-in interface Extensible and customizable architecture Secure access of wrapped applications Naming service of wrapped applications Configuration management of wrappers Based on standard technology SOAP/XML Web service technology that is vendor neutral Platform independent access of service Web-based user interface Enable remote and instant access of data, model, and computing resources via secure communication User friendly interface with soft learning curve Instant deployment of standard process Grid computing capability Seamless integration of trade study client and computing resources Built-in support for load balancing tools that distribute the workload to workstations/clusters based on which workstation/cluster has the least CPU utilization, paging rates, etc. Scalable deployment NSWCCD Philadelphia requires the software suite must have demonstrated use in industry and/or government for the design and evaluation of complex systems or systems-of-systems designs. A minimum of three industry or government applications of the software suite, in the form of published papers or briefs, must be included with the response to this potential sources sought. The purpose of this announcement is to determine the extent of industry interest and experience in the systems engineering design software. Industry experience would be beneficial to demonstrate systems engineering design software in a DoD program office. Companies experienced in systems engineering software development and with the stated software suite demonstrational experience that meet the above minimal criteria are encouraged to respond. No solicitation exists at this time and no procurement solicitation is available. Formal responses are requested through Ms. Sara Wallace by 22 February 2005. Responses should provide the pertinent details of the potential offeror?s experience in the design, development, and current capabilities of their software toolset so that government personnel can assess the potential offeror?s ability to contribute to the above stated program.
