Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 13 and the format in Subpart 12.6 as supplemented with additional information included in this notice. The government intends to acquire on a Sole Source basis to F G Satterthwaite, Pacific Grove, CA the following items: Item 0001 ? Discussion facilitator for International Defense Management Course IDMC-05-1, Discussion facilitator and escort for IDMC field trip to Washington, DC and Discussion Facilitator and lecturer for Mobile International Defense Management Course (MIDMC) in New Guinea and Indonesia. The requirement is for the Naval Postgraduate School, Monterey, CA in accordance with the attached Statement of Work. STATEMENT OF WORK Scope: This contract is for a discussion facilitator for Defense Resources Management Institute (DRMI) resident and mobile courses and escort for the IDMC field trip. Acting as a discussion facilitator requires the vendor to work with a discussion group from 0815-1615 each day for a week. The facilitator must also attend all lectures that week. The vendor must be fully acquainted with DRMI resident programs and course materials. Tasks: 0001: Act as a discussion facilitator in International Defense Management Course IDMC 05-1 for the week of 7 March 2005. 0002: Serve as a discussion facilitator and escort for the IDMC field trip to Washington, DC during the week of 14 March 2005. 0003: Act as a discussion facilitator and lecturer for the Mobile International Defense Management Course to be held in Papua New Guinea (23 May ? 3 June). 0004: Act as a discussion facilitator and lecturer for the Mobile International Defense Management Course to be held in Indonesia (6-17 June). Deliverables: 0001: Serve as an escort for the IDMC field trip to Washington, DC. 0002: Attend planning meetings for the six weeks of discussion facilitating listed above. 0003: Discussion facilitator and lecturer for six weeks of discussion as designated above. 0004: Attend wrap-up meetings for the six weeks of discussion specified. Place of performance: Teaching and consulting will take place in DRMI facilities at the Naval Postgraduate School and in facilities in Papua New Guinea and Indonesia as arranged by DRMI. March field trip will be in Washington, DC. Field trip will be arranged by DRMI. Government furnished property: DRMI will provide an office for use when the contractor is working for DRMI. Period of Performance: 28 February ? 24 June 2005. Travel: Travel to Papua New Guinea, Indonesia and Washington, DC required. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) No. is N00244-05-T-0342. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26 and Defense Acquisition Change Notice 20050207. The Standard Industrial Classification Code is 611710; the small business size standard is $6.0. The government is seeking quotations from qualified businesses that have experience with the Defense Resources Management Institute (DRMI) resident and mobile courses. The Government intends to award a Single Award Firm Fixed Price purchases order for the required supplies. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies. Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extende! d warranties, offered to the general public. Express warranties shall be included in the contract. Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies as well as the following addendum clauses: FAR 219-1, Small Business Program Representations; FAR 52.211-5, Material Requirements. 52-217-9 Option to Extend the Term of the Contract. 52.232-18, Availability of Funds. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies with the following applicable clauses for paragraph (b): FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era, FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities; and FAR 52.211-6, Brand Name or Equal. OF! FERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and Certifications - Commercial Items. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price-related factors. Provision 52.212-2, Evaluation - Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation's minimum criteria for technical acceptability at the lowest price. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practice s (e.g. on company letterhead, formal quot! e form, etc.) but must include the following information: 1) Company's complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), anticipated delivery/availability of product/s, the company's CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. In addition, if you are quoting on a comparable commercial item, product literature must be included. All FAR certifications and representations specified above must also accompany your quote. IMPORTANT NOTICE: DFARS 252.204-7004 "Required Central Contractor Registration" applies to all solicitations issued on/or after 06-01-98. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Please ensure compliance with this regulation when submitting your quote.
