Mullen, Contracting Officer Title: Conference Support and Proceeding for Alternative Mobile Air Conditioning Summitt with the California Air Resources Board (ARB) in Sacramento, CA The United States Environmental Protection Agency, under Simplified Acquisition Procedures of FAR Part 13, intends to issue a sole source purchase order to: Name of Contractor: California Air Resources Board 1001 I Street Sacramento, CA 95812 Contact: Alberto Ayala, Ph. Manager, Emission Control Technology Research P: 916-327-2952 F: 916-322-4357 The requirement and justification are stated below: Background Developments in mobile air conditioning technology have a large impact on global climate. HCFC-134a has been the predominate refrigerant in automotive air conditioners since the phase-out of CFCs. HFC-134a is a potent greenhouse gas. Alternative refrigerants, namely CO2 and HFC-152b, are being considered for air conditioners. These refrigerants not only have much lower global warming potentials, but they have the potential to achieve a higher efficiency rating. This means they would also reduce the amount of carbon dioxide emitted from the automobile engine. Objective This project shall enable industry and public experts to come together to work on identifying solutions and environmentally preferable alternatives. The objective of the summit is to provide a forum where the newest alternative technology developments can be elaborated and shared. The conference shall be attended by air-conditioning component manufacturers involved in the development of next-generation systems, automobile manufacturers planning compliance with national and international air-conditioning regulations, vehicle service associations advocating professional service, research and development personnel hoping to coordinating research and development efforts, and policymakers seeking to become more informed. This conference is directly applicable to CPPD's mission. By providing funding, EPA (1) ensures that this vital conference will proceed and (2) assists in the development and promulgation of new environmental technologies with the potential to greatly reduce mobile air conditioning's contribution to global climate change. Deliverables EPA deliverables shall be EPA sponsor representation, distribution of EPA Mobile Air Conditioning Partnership materials, two full copies of conference proceedings that supply EPA that supply EPA with the most up-to-date information available regarding global climate change and MAC, multimedia in the form of (2) conference CDs and (1) searchable directory of Mobile Air Conditioning experts, and registration and fees for six EPA employees at the conference. Justification for Procuring from CARB California's Legislature established the Air Resources Board (ARB) in 1967 to: 1. Attain and maintain healthy air quality. 2. Conduct research into the causes of and solutions to air pollution. 3. Systematically attack the serious problem caused by motor vehicles, which are the major causes of air pollution in the State. Since its formation, the ARB has worked with the public, the business sector, and local governments to protect the public's health, the economy, and the state's ecological resources through the most cost-effective reduction of air pollution. The California Air Resources Board (ARB) is uniquely qualified for this project because the state of California is a leading state in research into automobile emissions and because California exercises its authority as a 'grandfathered' pioneer in air quality management. For example, some vehicles sold in California are specifically certified as producing fewer emissions than the same model sold in other states. California ARB is currently a leader in state investigations of the policy and technical options to reduce the greenhouse gas emissions from mobile air conditioners that are the subject of this conference. Additionally, California ARB has an established and reputable base of contacts and experts that have agreed to participate and support the conference with technical presentations, vehicle demonstrations, and tours of engineering test facilities. Most importantly, California has the same interest as EPA in attracting the best technical and policy experts to present the latest information. These unique qualifications are vital to the success of the conference. No other state or organization has the history, expertise, or industry connections available to ARB, which is why it would cost significantly more to procure these services from a different source.
