Description
NAICS Code: 513340 THIS IS A SOLE SOURCE SYNOPSIS FOR REQUEST FOR QUOTATION (RFQ) RFQ-RT-05-00119. EPA intends to award a sole source purchase order to F & J Specialty of Ocala, FL, pursuant to 41 U.S.C. 253(c)(1)--Only one responsible source and no other supplies will satisfy agency requirements. This procurement is to increase the capability of emergency response by adding a Global Positioning System (GPS) and Weather Station unit to each of the 40 stations of the Deployable National Radiological Monitoring Station (DNRMS) originally awarded under full and open competition under contract 68D03051. EPA is having 40 DNRMS manufactured to meet Homeland Security defense capability for radiological emergency response requirements. This procurement adds the GPS unit for real-time location given in latitude, longitude, and elevation and the Weather Station unit provides real-time weather conditions (i.e., wind speed, temperature conditions, etc.) for radiological data interpretation to add quality control and quality assurance requirements to the real-time data accessed through satellite up-link and other modes of data access. Due to proprietary software in the units manufactured by F&J Specialty, they are the only firm that can perform the integration of the GPS and Weather Station into the DNRMS to meet all the EPA requirements. Any responsible source that believes it is capable of meeting these requirements, may respond by submitting a written narrative statement of capability within 15 days of this notice to: U.S. Environmental Protection Agency, Attn: Terri Shook (D143-01), 4930 Old Page Road, Research Triangle Park, NC 27709. Responses must include detailed technical information and other technical literature demonstrating the ability to meet the requirement. Responses shall include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with F & J Specialty.
