Description
NASA/MSFC has a requirement for high temperature refractory metal lithium loop design support. The contractor is to provide suggestions and input on Nb and Mo-alloy based designs. NASA/MSFC intends to purchase the items from Minimal Technology, Inc. 6093 Calle de Amore, San Jose, CA 95124. Pursuant to FAR 13.106, the following is provided concerning Minimal Technology, Inc.: The task requires expertise in prior space reactor high temperature refractory metal lithium loop design, development, and operation (e.g. SP-100); and expertise in refractory alloys (particularly weldable Molybdenum alloys) not used by the programs. Minimal Technology is the only company that possesses the requisite knowledge, personnel, and experience with high temperature refractory metal lithium loops able to provide the required design support to NASA MSFC; Minimal Technology, Inc. has unique expertise with niobium and molybdenum alloys currently of interest, specifically in the areas of metallurgy and welding, inert atmosphere control, welding equipment modifications for refractory metals, non-destructive examination, lithium compatibility, and cleaning of refractory metals. Minimal Technology personnel have patented highly weldable alloys and invented alloys with extremely high ductility. Unique expertise and experience of Minimal Technology, Inc. include: a) Led the design and fabrication of 3 high temperature (1350 K) lithium loops for the SP-100 program, one of which successfully operated for several thousand hours; b) Led the Fabrication Development Group for the International Thermonuclear Experimental Reactor (Max Planck Institute, Germany); and c)Invented a weldable molybdenum alloy having the greatest ductility ever reported, a 10-fold improvement over any commercially available alloy. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 23, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. It is requested that interested organizations notify the point of contact within 6 days of this notice of their intent to submit their capabilities and qualifications for evaluation. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
