Description
NASA/HQ has a commercial services requirement for parking lot spaces in Washington DC within the immediate walking distance of the following address: 1800 M Street, Washington, DC. These parking spaces are in support of a temporary duty location for authorized NASA employees at this facility. These services will be required for an up to five year period starting approximately February 25, 2005. A separate GSA lease agreement is already in place for office space at this facility and parking is required to support NASA's temporary facility requirements. NASA/HQ plans to award this Purchase Order on a sole source basis to Park America, who has sole source leasing rights to the parking lot that serves this facility. The authority is only one responsible source 10 U.S.C.2304 (c)(1). The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 1:00pm est on February 15, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after February 15, 2005 or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is soley within the discretion of the government. Questions/responses regarding this acquisition must be submitted in writing (e-mail is preferred) no later than February 15, 2005, 1:00pm est. An ombudsman has been appointed - See NASA Specific Note "B".
