- This is modification 6 to the synopsis entitled Safety and Mission Assurance (S&MA) Support Services Contract, Solicitation number NNJ-BJ4-JKC-5-001L which was posted on November 16, 2004. This notice is issued by NASA/JSC to request information from interested parties regarding their preferred contracting approach. Information received as a result of this notice will be used for acquisition planning purposes only. All responses must be received by February 25, 2005. The current Safety, Reliability, and Quality Assurance (SR&QA) Contract has the following features: ? Period of Performance: April 1, 1995 - March 31, 2005 (A 1-year extension to March 31, 2006 is currently being negotiated) ? Contract Type: Cost Plus Award Fee, Level of Effort, 20% band from target hours without equitable adjustment ? Contract Value (Cost + Award Fee): Approximately $383 million ? Average Budget: $35 million per year ? Small Business Goals: 20% (20% to Small Disadvantaged Businesses (SDBs) with 8% going to Veteran Owned Small Businesses (VOSBs)) In an attempt to determine the contract approach for the new S&MA Support Services Contract, the Government is soliciting input from interested parties and asks that responses include, but are not limited to, the following: <B>Please address what changes from the current SR&QA contracting approach, if any, you would suggest to the new S&MA contract and why? For example:</B> ? Contract Type: NASA/JSC would be interested in your perspective on a Level-of-Effort Contract versus a Performance Based Contract. If you have specific experience with Level-of-Effort and/or a Performance Based Contract in support of a Safety and Mission Assurance Contract, please provide pros and cons of each and your opinion of the type of work on the existing SR&QA contract that maybe better suited for one or the other or a combination thereof. ? Contract Period of Performance Duration: NASA/JSC would be interested in your perspective on how long the total contract period of performance should be and your views on option periods. ? Contract Content/Structure: Is there a need for special clauses or additional information in the contract that would clarify and improve understanding of the requirement? ? Performance Standards: In order to evaluate the successful offeror's performance, what factors should be taken into consideration by the Government? Please discuss your views regarding award fee and/or other appropriate incentives for contractor performance. ? Small Business Goals: Based on your past experience with similar type work what do you think would be reasonable subcontracting goals for Small Disadvantaged Businesses (SDBs), Small Businesses (SBs), Historically Underutilized Business Zones (HUBZones), Women-Owned Small Businesses (WOSBs), Veteran-Owned Small Businesses (VOSBs), Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), Historically Black Colleges and Universities (HBCU), and Other Minority Educational Institutions (OMEIs)? Please provide rationale for your suggestions. Keep in mind that we are soliciting contract strategies that will promote competition by grouping and packaging logical functions in a way that promotes the synergism of work flow across contracts. <B>What additional documents would you want to see on the S&MA Procurement website ( http://procurement.jsc.nasa.gov/sandma/ ) and included in the Technical Library?</B> Documents currently on the website include: ? Existing Statement of Work ? Statement of Objectives ? Industry Day Information (slides, attendees) ? Guidance on Discussions with Industry ? Venders Expressing Interest ? Technical Library ? Procurement Development Team List Finally, we noted several items of interest during the industry day held last week. We would appreciate your comments on NAIS code, Award Term and strategies for handling Conflict of Interest since those were all topics raised during the question and answer session. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. Written questions should be directed to: Cody Corley at cody.corley-1@nasa.gov. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
