- The NASA/SSC Acquisition Management Office intends to issue a Request for Quote (RFQ) for the following: Contractor is to provide all resources necessary to supply the following in accordance with the terms and conditions of the solicitation: One Equipment Inspection Lift with the following characteristics and accessories/options to include installation: 40,000 Lb lift capacity, Overall height 12'10", overall length 33'10", minimal track height 9", required ceiling height 16' from the floor, maximum lifting height 68", overall floor width 14'3", inside column width 11'10", track width 24", speed of rise 100 seconds from 68", wheelbase dimensions 25'0" maximum, wheelbase 2 wheel alignments 22'6", voltage 208/230, amps 22, motor 2HPX2, drive through ramps, rotary adaptable turf lift, 44 gallon rolling oil drain pan, 2 - 20,000# air-driven rolling bridge jacks, shop to pay electrical and air drivers. FOB is Destination. The period of performance for this requirement is from the date of award to no later than April 30, 2005. The anticipated issue date of subject RFQ is February 14, 2005 with an anticipated due date of February 28, 2005. This action is 100% set aside for small businesses (NAICS 423830 with size standard of 100 employees). All responsible small business sources may submit a quote, which shall be considered by this agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation (RFQ) and any related documents will only be issued electronically and may be accessed and downloaded at the NASA Acquisition Internet Service (NAIS) Business Opportunities website @ http://prod.nais.nasa.gov/cgi-bin/nais/link_syp.cgi or at the Federal Business Opportunities (FedBizOpps) website @ http://www.eps.gov. The following file will be uploaded as part of this RFQ: ?NNS05096485Q SF1449 RFQ.doc.? Offerors unable to access the solicitation at this address may contact the Contract Specialist for instructions. All questions regarding this acquisition shall be submitted in writing to this office not later than February 23, 2005. The government intends to issue subject Request for Quote (RFQ) under Commercial Simplified Acquisition Procedures (SAP), and any resulting award will be made in the form of a firm fixed price purchase order. The Government reserves the exclusive right to award to other than low offer on this "Best Value" procurement. The evaluation factors for this procurement are as follows: 20% Past Performance, 20% Cost, 25% Schedule, and 35% Technical compliance/expertise. Past performance and technical compliance/expertise when combined are significantly more important than cost or schedule.
