Description

The National Science Foundation (NSF) intends to procure, on a sole-source basis, data and a short summary report from the Cooperative Research (CORE) database for data years 2004-2006. This database on research joint ventures is based on filings in the Federal Register compiled by the U.S. Department of Justice, pursuant to the National Cooperative Research Act of 1984. The current database includes the years 1985?2003. The University of North Carolina-Greensboro is uniquely qualified to undertake this work because they have led the development of the database since the mid 1980?s. In addition, the database is only offered by UNCG. They alone employ a unique taxonomic classification methodology for characterizing the research joint ventures that make them the sole provider of such data. There are no other known sources. The statutory authority permitting other than full and open competition is 41 U.S.C. 253 (c)(1). Interested persons may identify their interest and capability to respond to the requirement of submit proposals. The notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An ombudsman has been appointed to help resolve any offeror?s non-routine matters or concerns that may not have been sufficiently addressed by the Contracting Officer.
