Description
SOURCES SOUGHT SYNOPSIS Sources Sought Synopsis announcements are issued to assist the Agency in performing market research to determine industry interest and capability. This Source Sought Synopsis is not a request for proposals and at this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. Introduction: The Defense Threat Reduction Agency (DTRA) is seeking interested sources capable of providing support to the DTRA Site-Survey Team (SST). The DTRA SST provides the Combatant Commanders and other federal government agencies with site characteristic packages. Background: DTRA?s mission is to safeguard America and its allies from weapons of mass destruction (chemical, biological, radiological, nuclear and high explosives) by reducing the present threat and preparing for the future threat. The objective of the future solicitation is to acquire technical and operational advisory and assistance services for DTRA and its operational elements, in support of augmenting the SST by providing support and expertise in contingency support operations, information analyses, 3-dimensional modeling and simulation, and exercise planning and support. Services: The SST is responsible for the refinement/establishment of efficient/effective processes of information collection, analysis, archiving, and distribution of observations, lessons learned, issues, and site packages production. The SST will also provide and prepare training in methodologies and procedures for the documentation and production of a comprehensive survey planning tool to conduct on-site examinations by utilizing specialized techniques and equipment to develop the training material for a specific designated world-wide location. The SST will create a classified assessment toolkit to be utilized in either training and/or future planning and operational scenarios in direct support of DTRA and other federal government agencies in support of matters relating to National Defense, joint doctrine or policy, strategic planning, contingency operations and exercise support. Capabilities: Potential sources must have experience and expertise that demonstrates an in-depth knowledge and background in Special Operations missions and methods to include site survey techniques, exercise planning, and 3 dimensional modeling capabilities. Responses: Offerors having the technical skills and capabilities necessary to perform the stated requirement are invited to provide information to contribute to this market survey/sources sought.
