Description
NSN(s): 2541014979999 The Solicitation is has been identified as a Hubzone candidate by the small and disadvantaged business utilization specialist in DSCC-DU. Item Description: SHIELD KIT, MACHINE GUN The item being purchased is a machine gun kit. This part is made to order for the U.S. military by approved JCP certified manufacturers. Certification under the JCP establishes the eligibility of a U.S. or Canadian contractor to receive technical data governed, in the U.S., by DoD Directive 5230.25 and, in Canada, by the Technical Data Control Regulations (TDCR). A certification is required by U.S. or Canadian contractors that wish to obtain access to unclassified technical data disclosing militarily critical technology with military or space application that is under the control of, or in the possession of the U.S. Department of Defense (DoD) or the Canadian Department of National Defence (DND). NSN requires Origin inspection/ FOB: Destination. Drawing Number: (19207) 57K0433 Quantity: 1491 each (2982 with 100% option) Unit of Issue: each Destination Information: Clin 0001: 954 each----New Cumberland, PA Clin 0002: 358 each---Tracy, CA First article testing is required by the U.S government. Special ballistic testing is required. Delivery Schedule: With FAT-G waiver : 250 each in 150 days + 250 each every 30 days until complete. Without FAT-G waiver: 250 each in 300 days+ 250 each every 30 days until complete. If sufficient offers are received, the contracting officer will consider 3 awards with 50% going to the overall best value, 30% going to the 2nd best value, and 20% going to the 3rd best value. Each clin will be divided accordingly. If the award is split in two, the contracting officer will split award with 60% going to the best value and 40% going to the 2nd best value. Single awards will be 100% to the best value. The evaluation factors for this award are as follows (in order of importance): 1. Price (based on unit price on the total award quantity regardless of shipping destination) 2. Past Performance (using ABVS and other documentation) 3. Proposed Delivery *Note: Past performance plus proposed delivery are approximately equal to price. All responsible sources may submit an offer/quote which shall be considered. See Note(s): 23, 26, 27,. The Small Business size standard is 500 employees. The solicitation will be available in FedBizOpps on its issue date of 02/10/05. Drawings/specifications will be available through the DIBBS solicitation link in the synopsis on the solicitation issue date of March 3rd, 2005. Proposed procurement contains a 100% option for increased quantities. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.
