- Project Title: Contract Consultant Services Department: Clinical Center/National Institutes of Health/ Department of Clinical Research Informatics Performance Period:Base Period: March 1, 2005 ? March 1, 2006 Options - 2 Background: The Clinical Center is a clinical research hospital providing all medical services for patients participating in human research protocols of the National Institutes of Health (NIH). The Clinical Center provides patient facilities and services for clinical investigations by the NIH Institutes, research in related areas and supervises residency and other training programs. The Department of Clinical Research Informatics (DCRI) is responsible for processes and systems that directly affect users in the care delivery and research settings. Work focuses on the analysis and evaluation of clinical research informatics needs and requirements, the development of design options that support the work processes of clinical research, and the implementation and management of responsive IT solutions. Purpose: The purpose of this contract is to engage the services of a contract consultant to assist with the development of data retrieval and analysis tools for data from the current Clinical Data Repository (CDR) and Clinical Information Retrieval Request (CIRR) and aid in migrating data from the Medical Information System (MIS) to the Clinical Data Repository (CDR) and Clinical Information Retrieval Request (CIRR) and CRIS. Scope of Work The contractor will be required to assist DCRI with the development of data retrieval and analysis tools for data extracted from both the Clinical Data Repository (CDR) and Clinical Information Retrieval Request (CIRR) and support requests for data extractions as well as CDR related consultations. Work will also include programming to support data conversion into the CRIS. Contract Tasks to be Performed The contractor, working closely with the CDW Team Leader, DCRI, DCRI Data Managers and the back end application developers to perform the following tasks: 1. Provide programming support to enhance the 5 table structure of data extracted from MIS. The data within CDR is in a 5 tale format to match the message format in MIS. This includes: a) Add meta-knowledge to the data migrated from MIS to the CDR, CIRR and the new CRIS. Once this data is converted it is necessary to add knowledge to this data so that Vital Signs take the structure of Vital Signs, ADT take the structure of ADT data, Medication Administration takes the form of MAR administration, etc. b) Provide programming support to all loading of data from Extracted Data From MIS in the 5 Tables format to a Data Warehouse as well as into HL7 messages to be loaded into Institute CDRs. 2. Provide programming support to enhance the quality of the CDW data and 6 month cumulative summary. This includes analyzing the data, creating reports to analyze the data, creation of audit programs against CDW data. This includes: a) Adding the historical reference data to Lab data loaded before 3/6/1999 b) Migrate the DTM Transfusion Data from MIS prior to 3/6/1999 into the CDR Lab Sybase Database. c) Enhance the 6 month cumulative report to include an appendix for each patients report containing only reference ranges for tests that result data exist for the patient. 3. Provide access and consultation to the CDR for Institute Users. The CDR is a Sybase Based Database containing patient, laboratory and microbiology data. Access is currently provided to users by providing views to the main database. As Institutes request access, it is necessary to develop the database for the Institute, provide support and consultation on the use of the CDR. 4. Document and train staff in generating the 6 month lab cumulative summary. The generation of the 6 month lab cumulative summary takes two weeks and is composed of many manual steps. 5. Migrate the MRD Transcribed Reports to an Online Archival System. The Medical Executive Board and CC Department Heads were told that all medical reports will be available on-line. A process for storing and providing access to old reports stored as MS Word documents is necessary. Funding Structure Purchase order will be fully funded on award of contract for 1920 hrs Program Management and Control Requirements: The contractor will meet initially with a representative of the Director, DCRI to establish a timeline for completion of the proposed tasks. Reporting Requirements: The contractor will provide written progress reports on a monthly basis regarding the status of Tasks 1-8, and will document all CDR/CIRR/CRIS related consultation. Government Furnished Equipment (GFE) Government Furnished Information: The government will provide the contractor with the necessary facilities to support task completion, including desktop computers, software and network services. Security: Any personal data collected and/or used under this contract is subject to the Privacy Act Clause (FAR 52.224-2). The Contractor will use any Privacy Act information provided by the Government or other Government contractors for the purposes authorized by this contract only and for no other. The Contractor will not provide the information to any other person or entity, unless explicitly directed. Each person providing service under this proposal will be required to sign a document of understanding stating that he/she understands and will comply with Privacy Act requirements.
