Description
The Department of Housing and Urban Development intends to procure subscription services of a contractor?s existing on-line system to allow Appraisers and Inspection General staff in the Los Angeles HUD office to extract sales and lease information, maps, property taxes, expenses and income from comparables sales, buyer seller information, true owner, photos, site maps, multiple search capabilities verified with principles or brokers involved with the sale, to assist in reviewing appraisals. The contractor shall provide sales data for income producing properties (as well as land sales zoned for income properties) that provide detailed description of the property, information regarding income, expenses, vacancy, and in most cases the resulting capitalization rate. Number of units, type, individual rents, project amenities, are several of the additional items provided as well as lot size, apn maps, property photos financing, days in escrow, days on market, special sales conditions, parking number and type. Reports should provide the phone numbers for buyer, seller, and brokers involved in the sale. The contractor shall further provide the market reports that give total number of sales in market, total price, and square footage, average cap rates and GRM and a number of other items. Comparables can be generated for income producing properties. The term of the subscription services is to be for 1 Base Year plus 4 Option Years. HUD intends to competitively procure these services. At this time HUD has not determined whether to solicit the service as a small business set aside or on an unrestricted basis (i.e. all business types) under FAR Part 13, or under the GSA Schedule under Part 8. A decision will be made after reviewing the responses to this notice. Interested large businesses must express intent to subcontract at least 40% of the work to small businesses, in accordance with HUD?s established goals for small business participation in procurement. For purposes of determining size status, NAICS code 541990 with $6M in annual receipts will be used. If interested, please email Marie Myers at Marie_A._Myers@hud.gov and provide 1) Qualifications sufficient to ascertain the vendor may be able to perform the requirements stated above; 2) identification as to whether the vendor is large or small, and if large, intent to subcontract 40% or more; and the vendor?s GSA schedule number and point of contact if applicable. Do not submit a company overview or unnecessarily elaborate materials; submissions should not exceed 10 standard pages when printed. Vendors who do not submit the mandatory information may not be considered. Interested parties must respond no later than 4:30 pm Mountain Time on February 18, 2005.
