Description
AFMETCAL Det1 1 at Heath OH intends to award a firm fixed price purchase order under Simplified Acquisition Procedures (SAP) for the purchase of Secondary Temperature Standards. This standard is to be used as a temperature reference standard that will be used for comparison calibrations that will fall between the calibration workload of precision liquid-in-glass thermometers. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subparts 12.6 and 13, as supplemented with additional information included in this notice. The following clauses apply to this acquisition and are incorporated by reference: FAR 52.212-1, FAR 52.212-3, FAR 52.212-4 and FAR 52.212-5, DFARS 252.225-7000, Buy American Act?Balance of Payments Program Certificate (Apr 2003), 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Dec 2004), DFARS 252.211-7003, Item Identification and Valuation (UID), (Jan 2004); 52.204-7 Central Contractor Registration (CCR), DFARS 252.204-7004, and Electronic Submission of Payment Requests (WAWF) Jan 2004. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. This announcement constitutes the only solicitation. A written request for quotation (RFQ) will not be issued. It is the offeror's responsibility to monitor this site for the release of amendments (if any). The RFQ number is FY2333-05-Q-0020 and should be referenced on any offer submitted. The North American Industry Classification System (NAICS) code for this acquisition is 334513 and the business size standard is 500 employees. This quotation is being solicited as Unrestricted. The basic requirement is for 39 each, Secondary Temperature Standards in accordance with Purchase Description number 1M-05-MLEM-JWG-10, REV 1, dated 7 February 2005, and available at this site. Requirement includes a FY06 option for 1 to 37 each. Items offered shall be commercially available. Data is required in accordance with DD Forms 1423 and 1664. A 5-year extended warranty, in accordance with AFMETCAL/ML-05 dated 30 June 2004 is required. The purchase description, data and warranty requirements are available for download at this site. A Calibrated Product Sample is required to be submitted with your offer. Provide all accessories required for operation, as the unit will undergo complete evaluation to ensure it meets all of the requirements of the purchase description. Failure to submit a product sample on time may require rejection of your offer. Items delivered under any resulting contract must conform to the approved product sample. The product sample shall be submitted at no expense to the Government and shall be returned, at the offeror's expense, upon completion of evaluation. Product samples shall be sent to AFMETCAL Det 1, Heath, OH. Evaluation of the product sample shall take no longer than 30 days after receipt at AFMETCAL Det 1, Heath, OH. A Technical Proposal shall be submitted with your offer. The technical response shall include a written line-by-line response to each paragraph number of the purchase description. Each item response is to be specific and detailed enough to allow full evaluation of the equipment being offered and its capabilities. A simple statement of compliance is not acceptable. Where the technical literature demonstrates that the proposed unit meets the requirement of a specific purchase description paragraph you may reference that page and paragraph of the technical literature in your technical response in lieu of restating it. Technical evaluation and approval of the product sample by AFMETCAL is required before award will be made. Technical acceptability will be determined on the content and merit of the product sample, and technical proposal submitted. Award will be based on technical acceptability and price. Delivery of the production quantity shall begin 90 days after receipt of order. Minimum of 10 each, maximum of 15 each shall be delivered within 90 days after receipt of order and continue at that rate every 30 days until complete. The production units will be shipped directly to CONUS locations to be provided at time of award. Production units shall be vendor tested in accordance with the Government approved acceptance test plan. The offer must: (1) be for the item described in the purchase description; (2) be FOB Destination; (3) include a delivery schedule and discount/payment terms; (4) include copy of commercial price list; (5) include name of and be signed by an authorized company representative along with telephone number and facsimile number; (6) include their taxpayer identification number (TIN), CAGE Code Number and DUNS Number, (7) include a product sample and technical proposal; and (8) include a copy of a subcontracting plan.
