Description
This is a modification to the combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F73TRX43370201 and is issued as a Request for Quotation (RFQ). The solicitation document, incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 27. This modifcation is to inform potential providers of snowplows that Dover AFB has a requirement for two (2) snowplows with female couplers, one (1) male coupler, two (2) conversion kits to make existing manual coupler hydraulic and two (2) JRB jumper hose kits. This paragraph was changed to clearly state what the requirement is. The primary requirement: Line Item 0001: Two (2) snowplows (JRB Model QC10SPH or like item) with JRB Female Couplers (JRB part # D 16284) attached to each snowplow. The female couplers must be able to fit into the JRB male coupler (JRB part # 90B0238). These snowplows will be attached to a John Deere 10K, Model Number 544E (military version). The snowplows must be 10 feet and made of steel. Line Item 0002: One (1) male coupler (JRB part number 90B0238) that must be able to fit into the female coupler (JRB part # D16284) on the snowplow. Line Item 003: Two (2) conversion kits to make existing manual coupler hydraulic and two (2) JRB jumper hose kits. The details of contract: Only small businesses are eligible for award. The North American Industry Classification System code is 333120. The business must have less than 750 employees to be considered small business. All quotes shall include pricing for F.O.B. destination to Dover AFB, DE. The provision in FAR 52.212-1, Instructions to Offerors-Commercial items, is applicable to this solicitation. Offerors must be registered in the Central Contractor Registration database and provide the 436 Contracting Office with FAR 52.212-3, Offeror Representations and Certifications--Commercial Items. Contractors seeking to register in CCR may do so by going to www.ccr.gov and following the instructions for ?new registration?. As of 1 January 2005, offerors are required to complete online representations and certifications at http://orca.bpn.gov, which are identical to what is required in FAR 52.212-3. Any award resulting from the solicitation will include DFARS Clause 252.232-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act for fiscal year 2001 requires any claims for payments (invoices) under DoD contract to be submitted in electronic form. Wide Area Workflow-Receipt and Acceptance (WAWF- RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is mandatory and is provided at NO COST to the contractor.
