- Replace synopsis with the following. The closing date and time remains the same. A multidisciplinary Indefinite Delivery/Indefinite Quantity (IDIQ) Architect-Engineer (A-E) Contract is contemplated to be awarded by the United States Property and Fiscal Office (USPFO) for Arizona for a qualified A-E and/or consultant engineering firm to perform services for the design, preparation of plans, specifications, and cost estimates for various projects, as needed for the Arizona Air National Guard, 162nd FW/CES, Tucson, Arizona. The proposed contract may also be used to provide services for oth er Army and Air National Guard Installations. The Standard Industrial Classification (SIC) codes for this Acquisition are 8711 (Engineering Services) and 8712 (Architectural Services. The North American Industrial Classification System (NAICS) Code for th e acquisition is 5413 (Architectural, Engineering and related services). The small business size standard is $4.0 million. The services that may be required will consist of, but not limited to one or more of the following: Designs, specifications, studies, and cost estimates for all new and existing facilities. Designs for new facilities and various repairs, alterations, additions, and/or renovations to existing facilities. Preparing building condition and space utilization reports. Installation surveys, reports, studies and masterplans. Technical, inspection, and oversight services for construction projects. AutoCADD services. Environmental surveys, reports, studies, investigation and designs for the clean-up, removal, monitoring and/or abatement of a sbestos, hazardous/toxic materials and petroleum products. An Indefinite Delivery/Indefinite Quantity Contract (IDIQ) will be negotiated and awarded for one (1) Base period, plus four (4) additional one year option periods. Task Orders for the base period and option periods shall not exceed $2,000,000.00 per period. The maximum dollar limitation for any task order awarded shall be limited to $550,000.00. Upon exhausting the dollar value for any period, the next option period may be exercised at that time. T he contract is anticipated to be awarded in March 2005. This announcement is being solicited on an unrestricted basis. Should a large business be selected for this contract, it shall comply with FAR 52.219-9, Small Business and Small Disadvantaged Business Subcontracting Plan, for that portion of work it intends to subcontract. This plan is not required with this submittal, but must be approved prior to award to any large business. Selection of the A-E is not based upon the competitive bidding procedure, b ut rather upon the professional qualifications necessary for the satisfactory performance of the service required, subject to the following additional evaluation criteria. Significant evaluation factors for the A-E selection are listed in order of importa nce: 1) Professional Qualifications in the following disciplines: 1a. Architect; 1b. Mechanical Engineer; 1c. Electrical Engineer; 1d. Structural Engineer; 1e. Civil Engineer; 1f. Environmental Engineer; 1g. Construction Management; 1h. Land surveying; 1i. Geotechnical (Soils Engineer); In addition, a Certified Industrial Hygienist must be part of the design team, and a copy of their Board of Industrial Hygiene Certificate must be included. 2) Specialized Experience and Technical Competence; 3) Capacity to Accomplish Work in Required Time; 4) Past Performance; 5) Location of firm; and 6) Volume of Work Awarded by Department of Defense (DoD) during the past twelve months. Prospective A-E firms must include a cover letter, which shows volume of work, awarded by the Department of Defense. List the number and dollar value of each contract or delivery order.
