Description
The U. S. Department of the Interior, Minerals Management Service, intends to make a firm-fixed price, sole source award to Norden Millimeter, Placeville, CA. GovWorks/DOI intends to issue a Purchase Order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items and 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the Redstone Technical Test Center, Developmental Test Command, US Army Test and Evaluation Command. The Subsystem Test & Analysis Branch, Redstone Technical Test Center has a requirement for a Millimeter Wave Radar Projection System. There are many components in this system; including Ka Band Amplifiers and Switches. This Millimeter Wave (MMW) Radar projection system will be integrated in the Advanced Multispectral Simulation, Test & Acceptance Resource (AMSTAR). The complete system will provide complex multi-channel MMW scenes to a MMW Radar seeker in real-time as a simulated missile flight is flown. The system is a complex 4 channel dynamic precision system custom developed by multiple contract and government engineers under the direction of Redstone Technical Test Center and the Aviation and Missile RDEC (AMRDEC) System Simulation Development Directorate (SSDD). The first copy of this system has been built and is being installed in the first AMSTAR test facility (Performance Bay 1). This order is for parts that make up the second system to be installed in the second AMSTAR test facility (Production Bay 1). It is the goal of the AMSTAR development team to directly duplicated systems from the first facility into the second. This provides reduced development time, compatibility between systems, test duplication, easier configuration control and a reduced spare requirement. Norden Millimeter provides the only amplifiers and switches that are a direct match to our current system, both technically and physically; and only direct sales from the company are possible. Award to any other source would result in substantial duplication of development, documentation, engineering, and spare cost to the Government that is not expected to be recovered through competition. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by 4:30 p.m. EST February 23, 2005 will be considered by the Government.
