Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Div. Newport has a intends to issue a sole source fixed price contract to EDO Corporation to: 1. develop a design for the Swampworks Lightweight Torpedo Array; 2. develop a complete, detailed documentation package for the array design; 3. fabricate the required number of elements of the tested and approved design to support three complete lightweight torpedo arrays which will be installed on Government furnished nose assemblies for testing; 4. perform a cost reduction study of the doubly resonant tonpilz element; and 5. fabricate doubly resonant elements as per the revised design for a 4x4 array using a Government furnished test housing. The period of performance is 26 weeks. The reason for the sole source is that under previous contracts, EDO was involved in the design and fabrication, as well as testing, of broadband lightweight torpedo array elements suitable for use in the Swampworks Lightweight Torpedo for which they have developed proprietary manufacturing processes. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
