Description
The International Boundary and Water Commission, United States Section, (USIBWC), has a requirement for a Firm-Fixed Price, Indefinite-Delivery, Indefinite-Quantity (IDIQ), contract for providing federal, state and local legislative and regulatory monitoring, communications and reporting services to the USIBWC. Award will be to the responsible firm whose proposal conform to the solicitation and offer the best value to the government, price and other factors considered. The contract will be awarded for a base period of May 1, 2005, or date of award, whichever is later, through September 30, 2005 with provisions for four one-year option periods. The terms of any resultant contract will not exceed five (5) years. The guaranteed minimum contract amount is $12,000.00 and applies to the base period and each of the four option periods. The scope of work requires the contractor to provide all labor, equipment, materials and facilities needed to provide federal, state and local legislative and regulatory monitoring, communications and reporting services to the USIBWC. Service?s include, but is not limited to, achieving communications between the USIBWC and legislative bodies in order to address challenges facing the USIBWC and the border region. Obtain follow-up information and assist the USIBWC with legislative and regulatory analysis programs. Monitor and report on Mexico?s legislative, regulatory and policy changes in order to respond and/or properly address bi-national border issues with Mexico. The Contractor must have experience in providing legislative monitoring, communications and tracking services to governmental entities with offices in the four states on the U.S./Mexico border (Texas, New Mexico, Arizona, and California), as well as in Washington, D.C. Specific legislative experience in tracking water law amendments, water policy, and resources for water protection is required. The solicitation is scheduled for release on or about February 24, 2005. Request for solicitation could be requested in writing, by facsimile, or email. No telephone requests will be honored. The North American Industry Classification System (NAICS) code for Administrative Management and General Management Consulting Services is 541611 and the associated small business size standard is $6 million dollars annual average gross receipts for the past three years. This requirement is a 100% small business set aside. All responsible small business sources may submit a proposal, which shall be considered by this agency. Offers received from large businesses will be deemed unacceptable and will be given no further consideration.
