- NASA/LaRC has a requirement for a Simulation and Wear Life Assessment for the OV-104 Rudder/Speed Brake (R/SB) Power Drive Unit (PDU) motor System #2 of the Orbital Vehicle. The objective of the simulation and the testing is to understand the gear tooth wear during a backdriving scuffing event, as well as subsequent normal operation. This effort is in support of Return to Flight. NASA/LaRC intends to purchase the items on a sole source basis from Wedeven Associates, Inc., as a modification to an existing purchase order, NNM04AM36P. The existing purchase order provides for fretting and stress analysis tests of the Rudder Speed/Brake of the Orbital Vehicle. The proposed modification will build upon those tests to more specifically assess the gear tooth wear during a backdriving scuffing event. The authority for this sole source action is FAR 13.501. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 16, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
