- Description
- On behalf of the National Drug Intelligence Center (NDIC), the Department of Justice (DOJ), Drug Enforcement Administration (DEA) is soliciting contractor services to develop an international cross-case analysis system, including a new version of the Real-Time Analytical Intelligence Database (RAID), an Enterprise Repository, a Thin Client, and a Cross-Case Analysis Tool. The task includes the finalization of the software design, completion of the coding effort, integration, testing and delivery of the final RAID Database, Enterprise Repository, Thin Client, and Cross-Case Analysis Tool, as well as the development of training materials and delivery of training courses. The current version is a Microsoft Access application that supports a workgroup approach toward data entry and data analysis. NDIC is seeking a new version of the RAID software to meet the expanding operational requirements of the NDIC and its customers. RAID shall be used for both document exploitation and investigative case support, and together with the Enterprise Repository, Thin Client, and Cross-Case Analysis Tool, shall be used to facilitate and enhance information sharing throughout the world. The RAID application shall work in three different operating scenarios: standalone, workgroup, and enterprise, and must be capable of being used with both SQL and Oracle servers. The contractor shall be responsible for providing all training materials. Classroom training shall be conducted at the NDIC’s Johnstown, PA, training facility. All contractors are advised that there may be potential for access to classified law enforcement data or facilities. Contractors must have the ability to obtain personnel who hold an approved security clearance, in the event such personnel are deemed necessary by the Government. DEA anticipates the award of a cost plus award fee contract. The anticipated period of performance is a 12-month base period with two twelve-month option periods. No paper copies of the solicitation will be issued. The solicitation will ONLY be available through DEA’s Acquisition Home Page which can be found at www.dea.gov (under “Acquisitions and Contracts”; “Open Solicitation”). You must register in order to receive a copy of the solicitation. Registration is completed at the Acquisition Home Page. The solicitation will be available on or about January 7, 2004. All amendments will likewise be posted at the DEA website. Contractors are cautioned and encouraged to check the website periodically for amendments.
