Presolicitation Notice Date Submitted: 17 MAY 04 OC-ALC/LGKIA DIR CONTRACTING/COMMODITITES 3001 STAFF DR STE 1AC498C TINKER AIR FORCE BASE OK 73145-3028 66—OVERHAUL, B-52 PUMP, SOL FA8103-04-R-40075, POC: MEREDITH GENTRY/LGKIA/(405)739-7015 Services, Non-Personal, Overhaul: The contractor shall provide all labor, facilities, equipment and all material to accomplish the repair/overhaul and/or modification, test, packing and packaging and return to the government in accordance with the work specifications contained in the contract, the line items of Air Force equipment listed below. A firm fixed price type contract is contemplated for one year, plus four one-year options for all CLINs. The items and estimated quantities are as follows: CLIN 0001: NSN 4320-00-474-3550HS, P/N: 51020, Noun: OVERHAUL, Pump, Application: B-52 Aircraft, Estimated Qty: Basic year- 50 each. Option I- 50 each, Option II- 50 each, Option III- 50 each, Option IV- 50 each.. CLIN 0002- Over and Above as required. CLIN 0003- Data and Reports IAW DD Form 1423. This solicitation is to obtain a requirements type repair/overhaul contract with 100% contractor furnished material. THIS IS A SOLE SOURCE ITEM. TO: PARKER HANNIFIN CORPORATION, IRVINE CA. Deliveries are to be at a rate as follows: CLIN 0001: 5 each per month, 30 days ARO and reps. No telephone requests. Only written faxed requests received directly from the requestor are acceptable. Reply Fax Number is (405) 739-4417, ATTN: Meredith Gentry. Qualification requirements: Sources must be qualified prior to being considered for award. Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (30 days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. AWARD WILL NOT BE WITHHELD AWAITING QUALIFICATION. For qualification information/source approval requests contact Source Development Office, OC-ALC/BC/(405) 739-7243. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of the acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
