- Description
- The U.S. Coast Guard (USCG) has a requirement for modeling and simulation (M&S) services encompassing an array of technical and analytical support for its Integrated Deepwater System (IDS) program. Over the past five years myriad technical, analytical, and integration tasks have been performed through an existing Indefinite Delivery Indefinite Quantity (IDIQ) contract with MicroSystems Integration, Inc (MSI). These tasks included M&S, decision support, cost analysis, operations research/operations analysis, requirements management, and technical consulting. Services over the next 5 years will continue these technical and analytical M&S support services. The objectives of the proposed effort are to continue development, use and maintenance of the IDS M&S framework, the M&S environment, the M&S system, resultant M&S models and associated analysis and reports related to the framework, environment, system or resultant simulation models runs. Key to this effort is conducting campaign-level multi-mission M&S to evaluate performance of the IDS. The M&S involves a full-range of USCG missions and multiple types of threats in various regional scenarios. The contractor will update and maintain the Coast Guards Deepwater Maritime Operation Effectiveness Simulation (DMOES), the Maritime Operation Simulation (MarOpsSim), the Deepwater Operation Effectiveness Modeling Environment (DOEME), the system architecture and associated documentation. USCG intends to issue a sole source contract to MSI for these services as a follow-on effort. This is not a request for proposals. No solicitation is available, nor will one be issued. Parties that believe they can fulfill this requirement should submit qualifications packages prior to the closing date. Packages must contain a full description of the partys capability to fulfill USCG requirements in sufficient detail to determine whether the firm is acceptable. Marketing information and high level corporate capability statements are not desired and will not be accepted. In the event no additional capable firms are identified through this synopsis, the Coast Guard will award a sole source contract. See numbered note 22. Closing date for submission is 04/20/04.
