Description

Contractor shall provide all plant, materials, equipment, tools and labor required to perform the work necessary to complete the Replace 10 inch and 8 inch Transfer Pipelines, VS-5 to TF-5 at Elmendorf AFB, Alaska project in accordance with the contract specifications and drawings. Work consists of but is not limited to: Excavation, installation of 8 inch and 10 inch carbon steel pipelines, upsizing of a section of line from 6 inch to 8 inch, removal or abandoning of existing pipelines, demolition of pits, removal and replacement of airfield and roadway pavement, replacement of aircraft tie down/grounding points where removed to install pipe, construct valve pit/stations, install pig launcher/receiver and installation of cathodic protection (CP) system as indicated and connect new pipe to existing CP system. Option item includes but is not limited to pipeline cleaning and abandonment in place from VS-7 to VS-18 , excavation, removal of valves, tees, capping pipes, residual fuel removal, low point drains removal and all other miscellaneous items needed to complete the work. Approximate length of pipe to be cleaned and abandoned is 7300 LF. Magnitude is between $1,000,000.00 - $5,000,000.00. Performance period is 545 calendar days. Solicitation will be available on or about 24 NOV 04 with a closing date of 27 DEC 04. All responsible sources may submit a proposal which shall be considered by the agency. The solicitation package will be available only through the Electronic Posting System (EPS or FED BIZOPS). Specifications and drawings will be on a CD-ROM. Packages will be sent upon written request. Requests shall include: mailing address, phone number, fax number, and type of business. It has been determined that competition will be limited to 8(a) firms serviced by the SBA Alaska District Office or 8(a) firms with a bonafide branch office in the Alaska District Office area which have the NAICS code 237120 in their 8(a) business development plan. All other firms are deemed ineligible to submit offers. Competition will not be restricted by stage of 8(a) program participation. Joint Venture Agreements: Joint Ventures are allowable on competitive 8(a) set-asides, however, the joint venture agreement must be received by the SBA prior to proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned Business Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any correction and/or changes needed can be made only when your BOS has adequate time for a through review before the proposal due date.
