- This is a combined synopsis/solicitaiton for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; quotations are being requested and a written solicitation will not be used. (i) The reference number is FA8201-05-R-0029 and the solicitation is issued as a Request for Quotation (RFQ), (ii) This solicitation document incorporates provisions and clauses in effect through FAC 2001-27, (iii) this solicitation is for full and open competition. The associated NAICS code is 611430 and small business size standard is $6M. (iv) This requirement is for Technical Instructors and Technical Courseware Developers in accordance with attached Statement of Work. Contractor's must provide a technical capability package (a) past performance by providing at least 5 previous PCO, (b) Mission Capability by addressing each paragraph of the SOW, and (c) Cost. (v) The period of performance is from date of award through 30 Sept 05. (vi) The following FAR clauses applies to this requirement. (a) 52.212-1 - Instructions to Offerors - Commercial (b) 52.212-2 - Evaluation - Commercial Items (c) 52.212-2(a) - Price and technical capability to meet all requirements outlined in the SOW. (d) 52-212-4(i) - Payments to be made in five equal amounts (e) 52.212-5 - Para's (a)(b)1,13,14,15,16,17,24-29, 32 (d)1,2,3 - Contract Terms and Conditions Required to Implement Statute or Executive Orders - Commercial Items Place of performance: Hill AFB Utah. Only those technical proposals determined acceptable, either initially or as a result of discussions, will be considered for an FFP award. Offerors whose technical proposals are determined unacceptable by the government will be notified of the basis of the determination. Complete technical revisions will not be considered. IAW FAR 15.306(c) the CO may additionally limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. The government intends to award a FFP contract without discussions with respective offerors; however, the government reserves the right to conduct discussions if deemed in its best interest. To be awarded this contract, contractors must be registered in Central Contractor Registration (CCR) (http://www.bpn.gov). The solicitation due date is 23 Feb 05 at 2:00pm MT.
