- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N68836-05-T-0073 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the latest edition of the Federal Acquisition Circular. This solicitation is issued on a small business set-a-side basis, (numbered note 1), NAICS Code 337127 applies; the USS Bradley, Naval Station, Mayport Florida requires the following habitability work (Period of Performance: 28 Feb 2005 through 01 Apr 2005; STATEMENT OF WORK 1. GENERAL: THIS STATEMENT OF WORK PROVIDES FOR MATERIALS AND SERVICES REQUIRED TO MANUFACTURE SHIPBOARD APPROVED FURNITURE AND REFURBISH EXISTING FURNISHINGS ONBOARD USS ROBERT G. BRADLEY (FFG 49). 2. TASKS: THE CONTRACTOR, AS AN INDEPENDENT CONTRACTOR AND NOT AS AN AGENT OF THE GOVERNMENT, SHALL ON THE TERMS AND CONDITIONS MORE PARTICULARLY DESCRIBED HEREIN, FURNISH THE MANAGEMENT, LABOR AND MATERIALS NECESSARY FOR AND INCIDENTAL TO THE PERFORMANCE OF WORK SET FORTH BELOW. CPO LOUNGE a. Sofas 1. Ship?s force to remove existing theater seating. 2. Manufacture and install 1 each ?J? shaped modular double corner sofa, similar to ?SFC? B-3A-12 with arms, approximately 25 linear feet. 3. Provide material and labor to install corner filler panels and spacing panels where applicable. b. Bulkhead 1. Remove approximately 51 linear feet of existing wall covering. 2. Prep bulkhead by patching holes and seams and sanding surfaces. 3. Provide and install new vinyl backed wall covering complying with FED. SPEC. CCC-W-408, TYPE II. 4. Trim paint areas not able to accept wall cover. c. Deck 1. Ship?s force to remove existing carpet and wooden tier system. 2. Provide and install approximately 18 square yards of TYPE II, CLASS 2, complying with FED SPEC DDD-C-95. d. Double Work Station 1. Manufacture and install 1 each 28" x 70" counter top with 2 each retractable keyboard trays. 2. Manufacture and install 1 each 63"W x 15"H x 15"D bookcase with hinged doors. e. Wall mounted bookcase 1. Provide material and labor to manufacture and install 1 each modular wall mounted bookcase 2. Bookcase to be 106"W x 15"H x 14"D with hinged doors. CPO MESS a. Bulkhead 1. Remove approximately 51 linear feet of existing wall covering. 2. Prep bulkhead by patching holes and seams and sanding surfaces. 3. Provide and install new vinyl backed wall covering complying with FED. SPEC. CCC-W-408, TYPE II. 4. Trim paint areas not able to accept wall cover. CREW'S MESS DECKS a. Overhead 1. Provide material to replace missing overhead PVC ceiling panels and grid. 2. Provide labor to adjust overhead grid system. b. Bulkhead 1. Remove approximately 69 linear feet of existing wall covering. 2. Prep bulkhead by patching holes and seams and sanding surfaces. 3. Provide and install new vinyl backed wall covering complying with FED. SPEC. CCC-W-408, TYPE II. c. P-way Partition 1. Modify passageway divider partition by: a. Manufacturing and installing 1 each continuous 8" counter, approximately 22 feet in length, to include 2 each 8" caps. b. Provide material and labor to wrap end stanchions with polished brass above new counter top level. c. Provide and install 4 each 2" polished brass post and glass clips. d. Provide and install 5 each clear laminated safety glass panels with 3 gap above counter and below overhead. e. Provide services to etch 5 glass panels. OFFICER'S STATEROOMS a. Spaces to include: 1. 1-156-2-L, 1-164-1-L, 1-164-2-L, 1-171-1-L, 1-172-2-L, Executive Officer?s Stateroom. 2. Provide labor to remove existing carpet. 3. Prep and repair decks as needed in accordance with NAVSEA TECHNICAL MANUAL S9086-VG-STM-010, Chapter 634. 4. Provide and install 75 square yards of new FED. SPEC. DDD-C-95 TYPE II, CLASS 2 100% wool carpet. WARDROOM a. Bulkhead 1. Remove approximately 71 linear feet of brass plated bullnosed chair rail and retain. 2. Provide labor and materials to remove approximately 95 linear feet of existing wall covering from bulkheads and approximately 12 linear feet from 3-foot high partition. 3. Prep bulkheads by filling in holes and sanding. 4. Provide labor and materials to install new fabric backed vinyl wall covering that meets Fed Spec CCC-W-408, Type II. a. Wall covering shall be installed in accordance with NAVSEA Dwg # 804-50000991. b. The adhesive used shall meet Fed Spec MMM-A-130. c. Provide 1 color selection above chair rail. d. Provide 2nd color selection below chair rail. 5. Trim paint areas not able to accept wall cover. 6. Reinstall retained chair rail. b. Stanchion Poles 1. Provide labor to remove existing covering on two each stanchion poles. 2. Provide material and labor to install HPPL strips to simulate tambor wraps. c. Entry Doors 1. Remove 2 each entry doors to contractor?s facility. 2. Remove existing cover from both sides of doors. 3. Provide material and labor to install on both sides: a. HPPL. b. Brass port lite rings. 4. Reinstall onboard ship in original locations. d. Dining Table 1. Remove the existing 36"W x 96"L and 51" round dining table and support pedestals. 2. Manufacture and install 1 each modular ?U? shaped dining table with properly placed support pedestals. 3. Dimensions are to be 51" x 136" x 96" x 30". 4. Dining table to be laminated on location to reduce bolt seams. e. Deck 1. Remove approximately 372 square feet of existing deck covering to bare metal. 2. Prepare and prime deck surface in accordance with General Specification Section 631. 3. Underlay deck conforming to MIL SPEC MIL-PRF-3135. 3. Provide and install approximately 372 square feet of Azrock strip wood vinyl tile. f. Beverage Line Cabinets 1. Replace with new: a. 8 drawer slides. b. 10 brass thumb latches. g. Buffet Cabinets 1. Replace with new: a. 12 drawer slides. b. 12 brass thumb latches h. Sofa 1. Remove 1 each 15 linear inch ?L? shaped sofa to contractor?s facility. 2. Remove upholstery and template. 3. Provide material and labor to replace: a. Old upholstery with new shipboard approved fabric. b. All foam cushions with material complying with MIL-PRF-20092, Type II, Class 5. 4. Seat and back cushions shall be of the waterfall style cut. i. Table Cover 1. Manufacture and install 1 each vinyl table cover for new dining table. 3. SPECIFICATIONS: SHIPBOARD FURNISHINGS TO BE MANUFACTURED IN ACCORDANCE WITH NAVSEA S9600-GTP-010, MIL-F-902 SHIPBOARD FURNITURE WORKMANSHIP AND FIRE PERFORMANCE REQUIREMENTS OF MIL-STD-1623. WALL COVERINGS SHALL BE IAW FED SPEC CCC-W-408, TYPE II. DECK COVERING SHALL BE IAW MIL SPEC MIL-PRF-3135. CARPETING SHALL BE IAW FED SPEC DDD-C-95, TYPE II, CLASS 2, 100% WOOL CARPET. UPHOLSTERY SHALL BE IAW MIL-C-245000 FOR AROMATIC POLYAMIDE, (CUSHING SHALL BE LOW SMOKE FOAM IAW MIL SPEC MIL-R-20092, TYPE II, CLASS 5) 6OZ WGT, AND ADHESIVE SHALL BE IAW FED SPEC MMM-A-130. FURNISHINGS TO BE HATCHABLE, FOR REINSTALLATION, A CERTIFICATE OF CONFORMANCE SHALL BE REQUIRED.
