Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Percival Scientific, 505 Research Drive, Perry, Iowa 50220,for the acquisition of 5 Customized biological incubators, Model l-66LLVL. EPA need to expand the number of environmental chambers in order to enhance the experimental design. To maintain consistency and scientific validity, it is necessary that the additional chambers have the same configuration as the existing chambers. Configuration of existing environmental chambers: (1) INTELLUS Control System for temperature and photoperiod, Single board solid state design, 10 Key membrane keypad with LED display, Real time programming up to 96 steps, non-ramping; (2) 22 gauge electro-zince plated steel exterior and interior, all seams and joints welded; (3) Painted with highly reflective white baked enamel; (4) Temperature range: 10C to 44C(=/-0.5C) light ON; 4C to 44C(0.5 C) lights OFF, ? HP continuous running condensing unit, Top mounted refrigeration;(5)62 cubic ft. capacity; (6) Sixteen 20W fluorescent lamps mounted in pairs horizontally above shelves and six 32W fluorescent lamps mounted vertically for light intensity up to 115 micromolrs/m2/s; (7) Eight adjustable shelves; work area of 38.02 square feet; (8) one 1"(2.54cm) Access port; (9) Carbon Dioxide Enrichment capability (200-1000ppm); Pan-Type Humidifier & Dehumidifier with Electronic RH Sensor; (10) Door with 12" x 12" observation window with cover ; (11) Phenolic coated coil. The EPA has identified Percival Scientific, the only vendor capable of satisfy the requirement. In order to maintain consistency and scientific validity. The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
