- Synopsis for Construction Inspection Services Central Federal Lands Highway Division (CFLHD) of the Federal Highway Administration anticipates awarding up to three unrestricted Indefinite Delivery Indefinite Quantity Contract(s) for Construction Inspection Architect-Engineer (A-E) Services. The NAICS code is 541330 with a small business size standard of $4 million average annual receipts. This work will be associated with Federally funded road projects accommodating the needs of various Federal and local agencies such as, but not limited to, the National Park Service, the U.S. Forest Service, the U.S. Fish and Wildlife Service, State DOTs, and Counties. The predominant geographic area includes, but is not limited to, Arizona, California, Colorado, Hawaii, Kansas, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming. This procurement is being solicited to A-E firms licensed and registered within one or more of the aforementioned states served by CFLHD. Each contract awarded will consist of 1 base year and options to extend the contract for 5 additional 1-year periods. The guaranteed total contract minimum shall not be less than $50,000, with a maximum not-to-exceed 6-year total of $10 million for each contract. Each contract will operate with individually negotiated task orders issued in accordance with the terms of the contract. Some project activities may be accomplished by CFLHD, by other Government agencies, or by other consulting firms. Construction Inspection Services will be managed in accordance with current Federal Lands Highway procedures, and/or specific project criteria as determined by CFLHD. CFLHD uses both International System of Units (Metric) and U.S. Customary Units (English). Firms will be required to perform the predominant amount of work with in-house forces and must demonstrate their ability to satisfactorily accomplish all work items (either in-house or through qualified subcontractors). Scope of task orders may include staffing the following positions: ON-SITE CONSTRUCTION INSPECTION (CI): Based on Government program needs, it is anticipated that three different levels of proficiency, CI-I, CI-II, and CI-III will be required. Depth and breadth of individuals identified should address various competencies in the following skills and abilities: (1) Proficiency in highway construction inspection services for concrete paving; hot asphalt concrete paving; concrete structures; structural steel structures; off-site steel fabrication and pre-cast; pre-stressed or post-tensioned concrete plant inspection; aggregate base; drainage culverts; retaining walls; earthwork; rock excavation; foundation piles; soil nails; guardrail; re-vegetation, traffic control systems; buildings; and soil erosion and sediment controls. (2) Ability to communicate both verbally and in writing. (3) Ability to determine the acceptability of day-to-day contractor work performance. (4) Experience in On-Site CI services in environmentally sensitive areas such as National Forest, Fish and Wildlife Refuge, and National Parks. (5) Knowledge of general design principles; safety and labor laws and requirements; quality control-quality assurance principles. (6) Knowledge of transportation contracts, specifications, and plan interpretation. Qualifications: Possess Individual Technician Certification in at least 1 of the following fields: (1) soils, (2) aggregates, (3) concrete, and (4) asphalt materials disciplines inclusive of the following: National Institute for Certification in Engineering Technologies (NICET); Level II or greater Certification in Construction Materials Testing (Asphalt or Concrete or Soils); or Western Alliance for Quality Transportation (WAQTC) in Asphalt or Concrete or Aggregate or Embankment and Base; or equivalent certification in a similar program(s) endorsed by a State Department of Transportation. In lieu of NICET Level II Certification in Concrete, the American Concrete Institute (ACI) Certification as Field or Laboratory Testing Technician, Grade I or higher, constitutes acceptable certification pertaining to the concrete discipline. In lieu of certification, have at least 5 years experience as a Construction Inspector. Submit resumes and a list of at least 3 references as part of your 330 package. Resumes will be used to identify level of expertise that documents the experience of people anticipated to work on the contract. INDEPENDENT ON-SITE PROJECT MANAGER: Individuals must possess but are not limited to: (1) Ability to function as the Government?s technical representative for administering and enforcing compliance with the terms of a transportation contract within delegated authorities. (2) Ability to manage a construction team including the supervision of subordinate construction inspectors to monitor, document, and advise the Government on contract actions. (3) Ability to communicate both verbally and in writing. (4) Ability to prepare contract change modifications; develop independent cost estimates; review contractor progress payments for accuracy; obtain field measurements of construction materials and products; review and assist the Contracting Officer (CO) in preparing contract claim responses; project documentation (including videography and photography); developing special reports; and reviewing contract submittals including shop drawings for compliance with the contract. (5) Ability to analyze contractor critical path and bar chart schedules. (6) Experience in construction oversight of environmental mitigation for wetlands, threatened and endangered species, sensitive species, cultural and historical resources, hazardous materials, wild and scenic rivers, wildlife and fisheries, noise, visual quality, water quality, air quality, interagency coordination of environmental concerns. (7) Knowledge and experience in transportation contracts, specifications, and plan interpretation. (8) Knowledge and experience in context-sensitive design principles; safety and labor laws and requirements; value engineering proposals; quality control/quality assurance principles; traffic control; materials and construction methods. (9) Proficiency in computer software programs including Microsoft Word, Outlook, and Excel. (10) Experience in On-Site CI services in environmentally sensitive areas such as National Forest, Fish and Wildlife, and National Parks. Qualifications of the individual(s) (one of the following): Registered Professional Engineer; or Bachelor Degree in Civil Engineering with 3 years on-site project administration; or minimum of 10 years experience as an On-Site Construction Inspector with at least 1 year as a Project Engineer or Manager. Submit resumes and a list of at least 3 references as part of your 330 package that documents such experience. ON-SITE PROJECT OFFICE ADMINISTRATION: Individuals must possess but are not limited to: (1) Ability to use basic computer software programs including Microsoft Word and Excel. (2) Assist in developing contract modifications. (3) Conduct field measurements of construction materials and products. (4) Develop and prepare engineer?s estimates, special reports, and final records. (5) Maintain office files to comply with standard business practice. (6) Possess knowledge and understanding of safety and labor laws and requirements. (7) Provide contract claim support and project documentation (including videography and photography). (8) Provide logistic support for project field office. (9) Review contractor progress payments for accuracy. (10) Perform or coordinate review of contractor submittals and shop drawings for accuracy and completeness. Qualifications: A minimum of 3 years experience as an On-Site Project Office Administrator. Submit resumes and a list of at least 3 references as part of your 330 package. Resumes will be used to identify level of expertise that documents the experience of people anticipated to work on the contract. CORPORATE CONTRACT MANAGEMENT: Individuals must possess but are not limited to: (1) Ability to read and interpret contract documents to include Federal Acquisition Regulation (FAR) clauses. (2) Possess good communication, negotiation, and management skills. (3) Proficiency in computer software programs including Microsoft Word, Outlook, and Excel. (4) Responsible for reviewing resumes of potential candidates to meet CFLHD needs. Recommend and submit candidate for approval to CFLHD. (5) Responsible for contract and multiple task order oversight of scope, schedule, budget, invoice, and Quality Assurance/Quality Control processes. (6) Serve as the primary point of contact for contract management and negotiation of task orders. Qualifications: A minimum of 3 years experience as an IDIQ Contract Manager based on the requirements defined above. A resume and a list of at least 3 references that documents such experience must be provided with your 330 package. ON-SITE MATERIAL SAMPLING, TESTING, AND LABORATORY MANAGEMENT: Individuals must possess but are not limited to: (1) Ability to perform AASHTO and ASTM material sampling and testing procedures. (2) Ability to communicate both orally and in writing. (3) Experience in independent management of a field or centralized transportation materials laboratory. Qualifications: Possess Individual Technician Certification in the soils, aggregates, concrete and asphalt materials disciplines inclusive of the following: National Institute for Certification in Engineering Technologies (NICET); Level II or greater Certification in Construction Materials Testing (Asphalt and Concrete and Soils); or Western Alliance for Quality Transportation (WAQTC) in Asphalt and Concrete and Aggregate and Embankment and Base; or equivalent certification in a similar program(s) endorsed by a State Department of Transportation. In lieu of NICET Level II Certification in Concrete, the American Concrete Institute (ACI) Certification as Field or Laboratory Testing Technician, Grade I or higher, constitutes acceptable certification pertaining to the concrete discipline. In lieu of certification, have at least 5 years experience in sampling and testing of highway construction materials, preferably in an AASHTO accredited laboratory or a State Department of Transportation laboratory, in the materials disciplines of soils, aggregates, Portland cement concrete and hot mix asphalt. A resume and a list of at least 3 references must be submitted with your 330 package. CONSTRUCTION SURVEY CREW, 2 OR 3 PERSON: Individuals must possess but are not limited to: (1) Ability to perform GPS and total station survey. (2) Capability to provide construction survey support with the product in a format acceptable to the Government. (3) Possess survey equipment. Qualifications: Party Chief shall have at least 5 years experience in highway construction survey. A resume must be submitted that documents such experience. CONTRACT CLAIM SUPPORT: Individuals must possess but are not limited to: (1) Experience in claim support by providing construction cost, price, and schedule logic analysis. (2) Experience in evaluating contractor claims to provide recommendations for the CO decision. (3) Knowledge of the FAR Comptroller General Decisions, and other legal rulings, opinions, directives, and guidance. Qualifications: 10 years experience in transportation related claims and Alternative Dispute Resolution process. A resume must be submitted that documents such experience. OTHER SERVICES Tasks in the transportation field to be defined and negotiated upon identified need. Selected firms must comply with Equal Employment Opportunity requirements in accordance with FAR 22.8. Subcontracting plans will be required for large business concerns in accordance with FAR 19.7. The subcontracting plan must show the firms intended use of small; HUBZone; small disadvantaged; veteran-owned; service-disabled veteran-owned; and women-owned small business concerns. Subcontracting plans are not required at the time of submission of Standard Form (SF) 330. The following evaluation criteria, in descending order of importance, shall be used in the evaluation of prospective firms: 1) General, specialized, and professional qualifications of the corporate staff, subconsultants, and on-site personnel identified to work on the contract. Qualification statements should identify the specialized qualifications, knowledge, technical competence, and depth and breadth of experience for those individuals. Identify the firms in-house training program as it applies to on-site personnel. 2) Past performance and managerial approach of the firm to supply construction management and inspection on-site personnel for transportation construction projects. Provide references of corporate and/or on-site personnel by agency that obtained services from the firm. 3) Contract and task order administration to include cost control, quality of work, and compliance with performance schedules. Ability to determine CFLHD needs in identifying inspection level requirements. 4) Capacity to respond to CFLHD varying needs with a quality program using experienced and qualified resources. 5) Proximity of the firms facilities to the CFLHD 14-state area. Firms desiring to be considered must submit 6 sets of documents containing copies of completed SF 330s. Bind each set with front and back covers. The front cover will show the submitting firms name, address, phone number, and point of contact; the solicitation number; closure date of the solicitation; and any other pertinent information. Firms are encouraged to include a cover letter and an organizational table. Limit Part I, Sections E and F to 5 pages maximum, per section. Section H may include a synopsis of letters of recommendation and special awards, including subject matter and point of contact; and a list of examples of past performance relevant to quality, budgeting, and timeliness on projects similar to CFLHD work. Item I must be signed, dated, and submitted with your SF 330 representing that the foregoing information is a statement of facts. SF 330 submittal must include Part II, General Qualifications. Firms are encouraged not to duplicate the information being submitted and to print double sided when appropriate. A double-sided, printed page counts as 2 pages. Font size shall be no small than 10. Submit data that the firm considers adequately demonstrates experience and qualifications to perform the required work. The total submittal, not including resumes, shall not exceed 50 pages. Provide resumes as a separate package. Only responses received in the CFLHD Office no later than 3:30 p.m., Lakewood, Colorado local time, March 14, 2005, will be considered. No other general notification to firms will be made and no further action is required. This is not a request for proposal. No solicitation package is available. All questions relating to this synopsis must be submitted in writing either by e-mail or fax to the number shown below. Telephone questions or comments will not be accepted. Short-listed A-E firms and their proposed subconsultants will be expected to travel to Lakewood, Colorado, for oral presentations during the approximate time frame of April 26-28, 2005.
