- The U.S. Army TACOM ? Picatinny Center for Contracting and Commerce is seeking companies with technical expertise and experience in the production of rectangular steel ammunition containers for small caliber ammunition. The intended contract is of an engineering services in support of production nature which will perform the following: incremental design changes to the present M2A1 Container to achieve the end goal of a stand - alone container; i.e., a wirebound wood box will not be required for environmental protection of the container and its contents, or unitization in the palletized configuration. The container, by itself, will be required to survive a series of extreme shock, drop, stack and vibration tests at temperature extremes, while maintaining a 3 psi seal. Each phase of design modifications will culminate in a test and evaluation exercise in which the contractor will provide the government data on container performance, and recommendations for the next phase of design modifications. The last phase will be production of approximately 880 units of the final approved design. Successful performance of the scope of work will require an extensive background in production of ammunition containers; a facility equipped to support high quantity production of various sized containers, as well as being able to accommodate small quantity prototype designs; technical expertise to sustain quality throughout all phases of the process; experience in the presentation of data deliverables required for government contracts; access to a testing facility to perform pressure retention, stack, drop, loose cargo and salt spray tests; ability to perform root cause failure analysis/provide recommendations for remedial action; and an established internal quality control system, which is ISO 9002, equivalent or better certified. The Government will require unlimited data rights. The Government is willing to provide M2A1 Government Furnished Materials in limited quantities for contract performance. All responding sources shall provide a summary of their company?s capabilities including organizations, name/address/point of contact identification, capabilities, a description of facilities/equipment, manufacturing process, inspection capability, personnel, past experience, and whether the company is a small or large business.
